Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to award a Performance Based firm-fixed price indefinite delivery/requirements type contract to an accredited provider resulting from this solicitation. The objective is to provide in-house Vocational Training (VT) educational certificate program services in Heavy Equipment Operation. for inmates at the Department of Justice, Federal Bureau of Prisons, the Federal Prison Camp (FPC) Bennettsville, SC. This requirement is for a new requirement with an anticipated award date of April 10, 2013. The North American Industry Classification System (NAICS) Code is 611310 (Size Standard: $25.5 million). The contractor must have the ability to work with an inmate population from a variety of cultural, regional, racial and ethnic backgrounds. The contractor shall not be a self-employed individual or individual employed by a post-secondary institution. The occupational education program must fall under the provider's umbrella of accreditation and lead to transferrable credits resulting in a college certificate, A.A., A.A.S. or A.S. degree. Industry-accepted certification is also acceptable. Providers must be accredited by a recognized accrediting agency. If required for employment, certification tests from outside organizations may be administered to individual inmates upon completion of a specific occupational education program. However, the individual skill competency certification will not replace the training program's overall accreditation. The occupational education program must lead to a college certificate, A.A., A. S., A.A.S. or industry-recognized certificate qualifying inmates for at least an entry-level position of employment. Credits earned from the college certificate, A.A., A.S., or A.A.S. must be transferrable to a four-year college. All contractors doing business with the Federal Government must be registered in the System for Award Management (SAM) database under NAICS Code 611310. The website for registration is www.SAM.gov. The courses shall be instructed utilizing one (1) hour sessions of classroom instruction, with an estimated number of 30 instruction sessions per week. Typically, the contractor will provide services Monday through Friday, between 8:00 am and 3:30 pm, excluding Federal holidays; other days/hours may be implemented if necessary to meet program requirements and these days/hours may be adjusted to meet the needs of the institution. Any breaks in service, including lunch breaks, will be unpaid. (Specific dates for the classes will be determined by the Supervisor of Education and the contractor). Estimated annual sessions are two (2) semesters per 12-month period. The sessions are on a requirements basis; therefore, schedule and sessions can change. The solicitation will be available on/about March 11, 2013 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about March 29, 2013; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due.
