- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. Image Capture Device (Scanner or Digital Camera) The National Library of Medicine intends to purchase an image capture device (utilizing a scanner or digital cameras) for use in its ongoing efforts to digitize historic medical print materials. The content to be captured includes books, pamphlets, broadsides and poster material. The device must: (1) not present any potentially harmful ergonomic challenges to operators (e.g. restricted access to material where item to be scanned is placed, or repeated stressful reaching or bending forward); (2) allow the operator to view images on a centrally positioned monitor (not to either side); (3) allow the operator to view images in the same sequence and orientation as they are presented in the material being captured; (4) enable capture both page images of an opened book at the same time; (5) include a manually adjustable book support for the safe capture of page images from books that can be opened from 90° to 140° without undue stress or damage to the material; (6) enable the capture of poster-sized items up to 34" X 25" in size; (7) detect and capture content in a single action; (8) allow for both automated and manual operator control; (9) enable operator to set device once to capture subsequent similar-sized images without additional adjustment; (10) allow operator to insert content as needed to correct mistakes; (11) include constant, unwavering and evenly distributed uniform LED lighting; (12) capture content with or without the use of clamps or glass to secure the item being digitized; (13) allow the operator to configure the application to have raw capture data automatically converted to uncompressed or compressed TIFF, or uncompressed, losslessly compressed or lossy compressed JPEG2000 files, in 24-bit color, 8-bit grayscale, or bitonal when specified, without downloading raw files and processing separately; (14) capture and embed all capture device (scanner or camera) administrative and technical metadata (EXIF data) required by NLM in the converted image header; (15) provide minimum 400 ppi verifiable by using a standardized calibration target system capable of measuring actual resolution electronically; (16) enable capture of content without distortion, loss of detail, noise or introduction of unwanted artifacts; (17) enable uploading of data (e.g. from spreadsheets) and modification of previously uploaded data; enable capture of bibliographic data from online catalog using Z39.50 Protocol ; (18) provide a maintenance package that includes: [a] upgrades and updates for the operating system, applications/profiles, firmware and hardware; [b] minimum semi-annual on-site maintenance including calibration check of capture system accuracy, and checks of lighting and grayscale and color capture correctness; [c] 24/7 on-demand maintenance and technical support (local support preferred); [d] warranty coverage of hardware and no-cost replacement of parts covered by warranty; (19) enable USB and FireWire interface with the PC that controls the device; (20) be compatible with Windows XP® 32-bit and Windows® 7 64-bit; and (21) include a mountable 24" high-definition LCD color monitor for operator viewing of captured images; require no more than 110-240V and 50-60 Hz with 5 Amp current to operate. This is a Small Business Sources Sought Notice. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disable, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This Sources Sought notice is not a Request for Quotations (RFQ), nor is an RFQ available. Interested firms responding to this sources sought notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses. (c) All capability statements must be submitted electronically no later than 4:30pm Eastern Standard time on Wednesday, March 20, 2013 to Ms. Uyen Phuong at phuongu@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
