Description
1. INTRODUCTION: This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources capable of fulfilling this requirement. The VA New England HealthCare System (VISN 1) has a requirement for a Request for Qualification Statement to provide professional Architect/Engineer Services at the VA Connecticut Health Care System, 950 Campbell Ave, at the West Haven and Newington Campus in CT. 2. CONTRACT INFORMATION: Architect Engineer shall provide assessment of the steam and cooling distribution system from the boiler and chiller plant to all of the end loads with consideration for metering, redundancy, by passes, and accessibility as part of the recommendations for a new and replacement distribution system. Distributions system improvements along with consideration for crawl space areas with respect to strategic installations of new access points and exhaust fans (new and/ or replacements). Provide Provision for hazardous material remediation resulting from the removal and replacement of equipment and materials. The contractor shall perform in accordance with all federal, state, and local regulations. Interested firms shall complete the sf330 Part I and Part II form. Note that projects cost range for this project is between $500,000 and $1,000,000 and will l be set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). Veteran Owned Small Businesses and Large Businesses will not be eligible for task orders for project. This solicitation is set aside for verified service disabled veteran owned small businesses. All SDVOSBs shall be verified in Vet Biz (registration for Vet Biz is at http://www.vip.vetbiz.gov/. at time of proposal submission. The applicable NAICS code is 541330 with a size standard of $4.5 million. Firms must be registered in the System for Award Management (SAM) and must be current and accurate. SUBMISSION REQUIREMENTS: Firms desiring consideration are invited to submit a SF-330 (Part I and II) and four copies, along with proof of errors and omissions insurance; supporting documentation of meeting the geographic location requirements; prior to the close of business on April 11, 2013 by 11:00 am. Documents shall be annotated with the solicitation number VA-241-13-R-0388 and sent to the attention of the Contracting Officer/Specialist, Kathleen Koseoglu, VA Medical Center, 830 Chalkstone Avenue, Providence, RI 02908. Faxed submissions will not be accepted. All inquires shall be submitted in writing. THIS IS NOT A REQUEST FOR PROPOSAL. 5. SOLICITATION INFORMATION: The solicitation will be available issued on August 07, 2013. The date for receipt of offers is scheduled for September 06, 2013 at 12:00 pm. All relevant solicitation documents may be accessed for download on the date of issue at the following website: http://www.fbo.gov. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued.
