- *** This requirement was previously referenced under tracking number erte100038b.*** The US Department of Education (Department) seeks to contract with a small business to operate and make continuous improvements to the usefulness and usability of the Education Resources Information Center (ERIC). ERIC is an online bibliographic and full-text digital library of education research, including journal articles and non-journal materials (e.g., technical report, conference paper). ERIC is the world's largest and most frequently used digital library of education resources. It is comprised of more than 1.4 million bibliographic records and more than 450,000 full-text materials indexed from 1966 to the present. Each of ERIC's 1.4 million bibliographic records contains an abstract of a journal article or non-journal document, along with indexed information such as the author, title, and publication date. The necessity and significance of ERIC to the field of education research is longstanding and widespread, as evidenced by over 250 million ERIC searches in 2012 and 6.5 million downloads of full-text documents in the same year. The objective of this requirement is to acquire the services of a contractor to operate and make continuous improvements to the usefulness and usability of the ERIC. This procurement is comprised of three major activities: (1) maintaining the ERIC system, (2) re-organization of the IES (ies.ed.gov) and NCES (nces.ed.gov) websites, and (3) the design and implementation of an education practitioners' website on ERIC. The first major activity or maintaining the ERIC system requires the contractor to index recently released documents, create abstracts, obtain agreements from journals to index their publications in ERIC, and to share ERIC data with vendors. The second major activity will streamline the IES and NCES websites with ERIC and the vocabulary of the ERIC database and stop the duplication of work that is current on IES and ERIC websites where IES products are first published on IES websites before they are included in ERIC. By allowing a contractor to publish all IES products in a single repository (i.e., the ERIC website), the Department will remove the duplication of work, reduce the level of effort, and realize cost savings while enabling ERIC to fulfill its mission. The third major activity, or the design and implementation of the education practitioners' website, will introduce education practitioners who are unfamiliar with the Institute for Education Sciences (IES) to IES and its mission. This procurement will be divided into the following tasks: •Task 1: Coordination and Communication with the Department; •Task 2: Redesigning the Content of the IES Website; •Task 3: Improving the ERIC Database; •Task 4: Acquire and Link to Library Materials; •Task 5: Restore Access to ERIC Full Text Documents; •Task 6: Coordinate with Vendors; •Task 7: Communication with Users; •Task 8: Maintaining ERIC; and •Task 9: Transition between Contracts. In addition to the tasks outlined above, the procurement will include the following options: •Option Year One: Repeated Performance of Tasks 1.2, 1.3, 4, 5, 6, 7, 8, and 9.2; •Option Year Two: Repeated Performance of Tasks 1.2, 1.3, 4, 5, 6, 7, 8, and 9.2; •Option Year Three Repeated Performance of Tasks 1.2, 1.3, 4, 5, 6, 7, 8, and 9.2; and •Option Year Four: Repeated Performance of Tasks 1.2, 1.3, 4, 5, 6, 7, 8, and 9.2. The Department is contemplating a hybrid contract for this requirement in which ten of the seven tasks are fixed-price, and two of the nine tasks are cost-reimbursement. The period of performance for the anticipated contract is 60 months (one 12-month base period and four one-year option periods). Task 2: Redesigning the Content of the IES Website will have a period of performance of 24 months, and Task 3: Improving the ERIC Database will have a period of performance of 12 months. All other tasks are to be performed throughout the 12-month base year and four one-year option periods. The solicitation will be issued as a total small business set-aside. The applicable NAICS Code is 518210 -- Data Processing, Hosting, and Related Services. The acquisition will be solicited using the procurement process prescribed in Part 6.2 -- Full and Open Competition After Exclusion of Sources, of the Federal Acquisition Regulations (FAR). A hybrid contract is anticipated to be awarded in July 2013.
