- Description
- The Air Force intends to solicit proposals from qualified vendors for a firm-fixed price contract for Grounds Maintenance services, located at Kadena Air Base, Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor is to ensure that grounds maintenance is performed on Kadena Air Base and tenants in a manner that will present a clean, neat, and professional appearance of healthy grass, trees, shrubs, and plants for the 18th Civil Engineering Squadron. This is a synopsis for a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and will be negotiated pursuant to FAR Part 15. The 18th Civil Engineering Squadron has a requirement for Grounds Maintenance services. The proposed contract will be awarded using full and open competition. This service will be conducted at Kadena AB, and various other military installations on Okinawa, Japan. Period of performance will be five (5) years; a base year of twelve (12) months and four (4) option periods of twelve (12) months each. The anticipated effective date will be 1 October 2013. The government intends to make an up to three separate awards to the offeror(s) that represent(s) the best overall value considering price, past performance, and technical criteria. Solicitation No. FA5270-13-R-0015 will be issued as a Request for Proposal. It is advertised with a North American Industry Classification System (NAICS) code of 561730. The solicitation will be issued electronically on or about 31 March 2013 at www.fbo.gov. Proposals will be accepted when submitted via e-mail to paul.thomas.9@us.af.mil or when hand carried; proposals must be deposited in the bid depository located at 18 CONS/LGCA, Bldg 99, Kadena AB, Okinawa. Offerors must submit a paper copy of their proposal as well as all information required by the solicitation if proposal is submitted by email. The Request for Proposal issue date is an estimation of the date on which the solicitation will be available; however, the solicitation may be posted before or after this projected date. The closing date for receipt of offers will 30 days after issuance of the solicitation. Anticipated award date will be on or around 05 September 2013. Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award.
