- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91RUS-13-T-0017 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 335921 with a small business size standard of 1,000.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-03-18 16:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The APG - Huachuca Installation requires the following items, Brand Name or Equal, to the following: LI 001: DTX-1800-MS-120 Kit Cable & Fiber Test Kit Brand Name or Equal Fluke Networks Salient Characteristics for Handheld Copper and Fiber Optic Analyzer: FLUKE DTX-1800 MS Kit. 2ea Description/ Overview: A handheld platform capable of testing and certifying copper, single mode fiber and multimode fiber optic communication cables. It should have the following characteristics: -Must be portable, lightweight ergonomic design for easy field use -perform Cat 6 certification tests in full compliance with industry standards and with superior accuracy - Certifies fiber to Tier 1 (Basic) and Tier 2(Extended) specifications using Fiber Modules and a Compact OTDR -Battery capable of 9 to 12 hours of operation -Bandwidth support to 900 MHz ? supports video distribution, Class F, and 10 Gigabit Ethernet -Large color display with bright backlight for easy viewing -Advanced diagnostics that can pinpoint problems anywhere on the link and suggest a corrective action -Be able to save the full test results and have a USB port to download these results -Internal memory that stores up to 250 tests -Comes with modules that support single mode and multimode fiber optics -To reduce additional shipping support costs and defer maintenance availability, manufacturer MUST have calibration and maintenance support in all the following countries: United States, Korea, Japan, Australia, and Germany, 2, EA; LI 002: DTS-SFM2 Single Mode Fiber Module Set Brand Name or Equal Fluke Networks Salient Characteristics for Single Mode Fiber Optic Modules: FLUKE DTX-SFM2 SINGLE MODE FIBER MODULE. These modules are in addition to the modules listed within CLIN number 1. (2 each) Description/ Overview: a single mode fiber optic module for use with a handheld platform capable of testing and certifying copper, single mode fiber and multimode fiber optic communication cables. It should have the following characteristics: -1310 nm and 1550 nm laser sources combined into a single output port - 850/1300/1310/1550 nm power meter - Integrated Visual Fault Locator -To reduce additional shipping support costs and defer maintenance availability, manufacturer MUST have calibration and maintenance support in all the following countries: United States, Korea, Japan, Australia, and Germany, 2, EA; LI 003: TB2-Gov-Qhuad-Pfki Handheld Modular Test Brand Name or Equal Fluke Networks Salient Characteristics for Handheld Fiber Optic Test Set and OTDR Package: JDSU TB2-GOV-QHUAD-PFKI Handheld MODULAR TEST SET W/OTDR PKG. 3ea. Description/ Overview: A handheld multi-test platform capable of testing single mode and multimode fiber optic communication networks at various wavelengths. It should have the following characteristics: -4.5 to 5.5 -inch touch screen display -Field-installable modules -Automated IL/ORL,PON power meter, and CWDM analyzer -Automated fiber inspection and IEC pass/fail analysis -Optional built-in optical power meter, visual fault locator, and optical talk set -Battery capable of 7 to 9 hours of operation -Connectivity with Ethernet, USB, Bluetooth and Wi-Fi capabilities -Size 6.5 to 7 x 5 to 6 x 3 to 4 inches -Weight 1 to 3 pounds -Wavelength range 800 to 1650 nm with adjustable increments -Operating temperature range between -4 F to 130 F -Dual port 26/24 dB at 850/1300 nm Multimode and 37/35dB at 1310/1550 nm Single-mode OTDR and UPC connector with SC, LC, and ST adapters -Visual fault locator _To reduce additional shipping support costs and defer maintenance availability, manufacturer MUST have calibration and maintenance support in all the following countries: United States, Korea, Japan, Australia, and Germany, 3, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, APG - Huachuca Installation intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. APG - Huachuca Installation is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
