- RTCASS-D conversion kits, TPS development training and HSS sets. NAVAIR Lakehurst intends to award a sole source contract to The Boeing Company for (8) Reconfigurable Transportable Consolidated Automated Support System, Depot (RTCASS-D) Conversion kits, RTCASS-D Test Program Set (TPS) development training and (8) High Speed Subsystem (HSS) sets, along with associated data deliverables. This action is intended to be added as a modification to the RTCASS Production contract, N68335-10-C-0491. The PSC code is 6635 and the NAICS code is 334519. The Navy intends to procure the above on a fixed price basis. The period of performance for delivery is 5/10/2013 to 11/10/2013. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements.". Boeing is the only source with the technical expertise to convert an RTCASS into a depot configuration, develop RTCASS-D specific training and to integrate ancillary devices into the RTCASS-D configuration. The Government does not have ownership of a technical data package (TDP), scheduled for delivery to the Government in April 2014. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be received no later than 27 March 2013 (4:00 p.m. Eastern Time).
