Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS NOTICE. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SMALL BUSINESS CONCERNS DOING WORK UNDER NAICS Code 541330. 1. The purpose of this announcement is to gain knowledge of potential small business sources; specifically small business, certified 8(a), certified HUBZone, and Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns. The NAICS Code is 541330. The size standard is $14 million average annual receipts for preceding three fiscal years). Responses to this Sources Sought Announcement will be used to determine appropriate acquisition decisions for a future procurement. 2. The length of the anticipated Indefinite Delivery Indefinite Quantity Contract (ID/IQ) will be one ase year and four (4) one-year option periods which may be awarded at the sole discretion of the USPFO-NJ. Work will be issued as fixed-price task orders. Minimum fee for each task order is $3,000. Maximum fee for each task order shall not exceed $500,000. The maximum cumulative contract value under any resultant contract(s) shall not exceed $5 million for the entire contract duration including any option periods exercised. The minimum guarantee for the entire contract term is $3,000 per awarded contract. Upon exhausting the dollar value for any period, the next option period may be exercised at that time. The contract is anticipated to be awarded in the 3rd quarter 2013. 3. The USPFO-NJ will provide a specific scope of work for each delivery order along with a request for the A/E to prepare a fee proposal. Fee proposals shall be based on pre-established unit prices for all disciplines and negotiated in any resultant contract(s). Negotiated rates for base and option period will be firm for each contract period awarded. Unit prices for unique services not included in the original negotiation will be negotiated on a case by cases basis with each task order. The award of the initial task order will satisfy the minimum guarantee for the entire contract term (including option years.) Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. 4. Required A-E services may include, but are not limited to the following: Design Charrettes Studies (to include value engineering studies) Site & infrastructure design Development of design criteria for design-build contracts, and design of new construction and renovation projects for civil/military work and other non-military government agencies to include the State of New Jersey Parametric Designs Design work analysis Geotechnical reports Topographic surveys Technical specifications Wetland delineation and mitigation Preparation of Permit applications and obtain permits Preparation of Concept Designs, Final Designs and Site Plans Hazardous Materials Abatement Antiterrorism/Force Protection Explosive safety design Sustainable Design/LEED Interior Design Building Information Modeling (BIM) Cost estimating Preparation of CADD and GIS drawings. Deliverables in Micro station or AutoCAD format will be required. drawings shall be prepared in accordance with the Architectural/Engineering/Construction (A/E/C) Computer-aided standard version (CADD). Construction phase services, including but not limited to design during construction, preparation of operation and maintenance manuals, shop drawing review, site visits and commissioning/start-up/fit-up design support. 5. The following information is requested and is designed to apprise the USPFO for New Jersey of any prospective contractor's business size and project execution capability. Please provide your response to the following. The submission shall be limited to 5 pages and shall include the following: a) Offeror's name, address, point of contact, phone number, and e-mail address. b) Offeror's interest in responding to the solicitation when it is issued. c) Offeror's capability statement demonstrating the Offeror's ability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - brief description of the project, customer name, telephone number, timeliness of performance, customer satisfaction, and dollar value of the project) -provide at least 3 examples. d) Offeror's size status, the number of years in business, CAGE code and DUNS number. e) Offeror's Joint Venture information if applicable - existing and potential. 6. The Capabilities Statement for this sources sought is not a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. The Government is seeking short statements regarding the company's ability to demonstrate existing-or-developed expertise, past performance, and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement, as long as the Offeror's submission stays within the 5-page limit. 7. Submission of your Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the USPFO-NJ in identifying sources with required capabilities. This Sources Sought is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for any information or materials provided in response to this Sources Sought Notice and submittals will not be returned to the sender.
