Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Bethesda, MD 20892-9705, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis services collection and data cleaning of occupational history data for a multi-center hospital-based case-control study of non-Hodgkin lymphoma (AsiaLymph) from DATA SCIENTISTS PTY LTD, 28 RAILWAY PDE, LOGANLEA, QUEENSLAND 4131, Australia. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be from award through nine (9) months. It has been determined there are no opportunities to acquire green products or services for this procurement. OEEB's mission is to combine epidemiology, quantitative exposure assessment, and molecular components into multi-disciplinary studies to provide insight into cancer etiology, chemical carcinogenesis, and mechanisms of action. Non-Hodgkin lymphoma (NHL) has been increasing world-wide in developed and developing countries. Large-scale molecular epidemiological studies in North America, Europe, and Australia (i.e. Western countries) have studied the etiology of NHL using state-of-the-art approaches to exposure assessment. There are several distinct aspects of NHL patterns in Asia, as compared to the patterns observed in Western countries. To provide insight into the environmental and genetic causes of NHL and related malignancies in Asia, and in particular to explore the etiology of subtypes that are relatively more common in Asia, NCI has conducted a case-control study of NHL in Asia (AsiaLymph). AsiaLymph is utilizing a computer assisted personal interview (CAPI) to ascertain occupational, family, medical, and residential histories. Specific exposure modules in the CAPI will be triggered in response to certain combinations of industry and job title for certain types of occupational solvents (e.g., benzene, OCs, TCE). Support is needed to maintain and troubleshoot all aspects of the data being collected by AsiaLymph's customized version of OccIDEAS. The consistent and proper functioning of OccIDEAS is critical for the collection of the AsiaLymph data. To successfully maintain OccIDEAS, the contractor must have substantial experience efficiently and productively working within the virtual OccIDEAS platform as well as considerable experience managing and maintaining complex and sophisticated databases and servers. Tasks to be performed include: (A) Review the OccIDEAS database log files on a weekly basis; (B) Carry out all necessary OccIDEAS server and database maintenance on a weekly basis; (C) Attend monthly teleconference meetings with the NCI; and, (D) Investigate issues and perform tests on the OccIDEAS server on a weekly basis to identify and troubleshoot problems. Data Scientists Pty Ltd has specific knowledge of OccIDEAS as well as the AsiaLymph databases and servers that will be needed to be manipulated to carry out the data collection and cleaning. Data Scientists Pty Ltd has a proven experience in bioinformatics statistics, and software development, and has previously demonstrated these abilities. They have worked with NCI databases, and are familiar with NCI's data organization tool. Using the same contractor, Data Scientists Pty, for the current project will provide consistency in results. The NCI knows of no other entity that possesses the necessary expertise. Therefore, given Data Scientists Pty Ltd.'s unique knowledge, experience and capability to carry out the terms of this contract, they are the only contractor able to provide this service. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on March 26, 2013.
