Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number for this request for quote (RFQ) is N66001-13-R-0108. This is a request for quotation issued by SSC Pacific. The government is soliciting quotes for the purchase of commercial supplies. This solicitation is UNRESTRICTED. The applicable NAICS code is 334220. The applicable Federal Supply Code is 5836. The size standard is 750 employees. Basis for award: The government anticipates awarding a firm-fixed price contract. This is a lowest price technically acceptable acquisition. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-59 (05/10/12) and Defense Federal Acquisition Regulation Supplement (DFARS), April 20, 2012. SPAWAR Systems Center Pacific (SSC-Pacific) is seeking competitive quotations for the following item(s): ITEM 0001, THERMAL CAMERA SYSTEM (QUANTITY: 2) Technical Specifications: a. Shall provide an integrated system including camera, lens, and cooler a. System must be fully assembled and tested before delivery b. Must be provided as a single deliverable system b. Shall operate in the mid-wave spectrum range (3-5um) c. Shall provide a minimum focal length of 250mm or less d. Shall provide a maximum focal length of 1000mm or greater e. Shall provide a F number of at least 4 f. Shall provide 640 X 480 focal array size at a minimum g. Shall provide video in NTSC format h. Shall include a MTBM (mean time before maintenance) of at least 10,000 hours i. Shall include a BNC analog video output connector j. Shall include separate connectors for video and data k. Shall include no more than 2 external connectors l. Shall operate at the full range of 12-36VDC m. Shall require an operating power of 30 watts or less n. Shall be environmentally rated at IP67 o. Shall operate at the following temperature range at a minimum: - 32 to 60 degrees Celsius. p. Shall support the RS232 and RS422 protocols for communication link with the lens (user selectable) q. Shall provide manual lens focus controls r. Shall provide manual lens focal length controls s. Shall provide automatic and manual gain and offset controls t. Shall provide an autofocus feature u. Shall include a non-uniformity correction feature v. Shall include a test cable that interfaces with the system with a computer and separate power supply. w. DFARS Clause 252.209-7998, REPRESENTATION REGARDING CONVICTION OF A FELONY CRIMINAL VIOLATION UNDER ANY FEDERAL OR STATE LAW (DEVIATION 2012-O0007) (DATE 2012) (a) In accordance with section 514 of Division H of the Consolidated Appropriations Act, 2012, none of the funds made available by that Act may be used to enter into a contract wih any corporation that was convicted of a felony criminal violation under any Federal or State law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.
