- Description
- The Department of Energy (DOE) has a requirement for normal and emergency service, preventive maintenance, repairs, replacements, and modifications on the emergency diesel generators and related components at the DOE Headquarters, Forrestal Facility, in Washington, DC. The work will include, but is not limited to, preventive maintenance, repairs and installations, and emergency repairs. This award will be a Blanket Purchase Agreement and will be awarded on a ?lowest price technically acceptable? basis. You are invited to submit a price proposal for this award. You are to base your price proposal for this requirement on information provided in the attached Statement of Work (Attachment 2). The price proposal consists of BPA Labor Rates and a fixed rate for Annual Preventive Maintenance (Attachment 3). If an award is made to your company as a result of this solicitation, the terms and conditions of the award will incorporate all the clauses required by law and regulation as of the date of the award. The result of the solicitation will be a single Blanket Purchase Agreement (BPA); however, the DOE reserves the right to make more than one award. The potential term of the BPA will be for 36 months, a one (1) year base period and two (2) one (1) year option periods. BPA Calls must be placed to acquire deliverables from the master BPA. The DOE Office of Headquarters Procurement Services (MA-64) employs a secure, web-enabled acquisition and financial assistance system, which is known as the Strategic Integrated Procurement Enterprise System (STRIPES). Since April 14, 2008, this system has become the primary way for the Headquarters Office to conduct competitive acquisition and financial assistance transactions. In order to use STRIPES, all current and potential acquisition and financial assistance awardees must be registered with Compusearch's FedConnect portal, which can be located at https://www.fedconnect.net. To get more information about STRIPES and to register your company, within your Internet browser, go to https://www.fedconnect.net. To register your company, follow the link on the FedConnect home page to the Register as a Vendor page. Please bookmark this page and check it frequently for updates to this solicitation. Instructions on how to submit your proposal electronically can be found in the help document, which is located under the ?Have questions? link on the FedConnect page. Prospective Offerors are responsible for regularly checking the FedConnect website. Updates, additional information, and changes or amendments to the RFQ will only be posted at the FedConnect website. The due date for submission of a proposal to DOE through the FedConnect website is 3:00 PM EST on March 18, 2013. Questions regarding this requirement must be submitted NO LATER THAN 12:00 P.M. on March 14, 2013 to FedConnect. Questions received after the above date or transmitted by any other method (unless authorized by notification from the Contracting Officer) may not be answered. The Department's designated point of contact for this RFQ is Robert Brown. Mr. Brown?s e-mail address is Robert.Brown@Hq.Doe.Gov. Proposals must not be sent to the e-mail address. Proposals submitted to the e-mail address will be rejected as non-responsive. It is requested that all communications with Mr. Brown be in writing. Any firm responding to this request for quotation is solely responsible for all associated cost. This request does not commit the Government to award a contract nor to pay for cost incurred in the submission of a proposal or costs incurred in making necessary studies or designs for said services or supplies. In order to be eligible for award, the Firm must have a current DUNS number registered in SAM and a valid ORCA registration. Selection Factors: There will be a single BPA awarded; however, the Government reserves the right to make multiple awards. The Government intends on making selection without discussions; therefore each proposal will contain their best offer and applicable discounts. The selection resulting from this solicitation will result in one BPA conforming to the solicitation requirements and determined to provide the ?lowest price technically acceptable? to the Government. No debriefings will be offered.
