- The U.S. Army Contracting Command - Rock Island intends to issue a Request for Proposal (RFP) W52P1J-12-R-0159. This solicitation is for a FFP Indefinite Delivery Indefinite Quantity (IDIQ) contract with five (5) ordering periods for the MK3-0 Pallets (NSN:3990-00-039-0223, P/N:564200) and the MK12-1 Pallets (NSN:3990-00-566-2472, P/N:2645217). The MK 3 MOD 0 Material Handling Pallet is a steel wire weldment consisting of a deck, vertical supports and runners. The deck is composed of steel wire, assembled into a grid pattern of 2 inch squares and welded to the supports. Three formed sheet steel runners run fore and aft beneath the deck, with one runner on each side and one in the center. Nine steel vertical supports are welded to the runners and to the deck. The pallet is capable of transporting loads up to 4,000 pounds. The MK 3 MOD 0 pallet measures 48 inches long by 40 inches wide by 4.75 inches high. The complete pallet is galvanized. The MK 3 MOD 0 Pallet is a general-purpose four-way pallet used to handle unit loads aboard ship and at shore stations. A forklift, pallet truck, or pallet sling is used to transport and stack loads. The MK 12 MOD 1 Material Handling Pallet is a steel wire weldment consisting of a deck, vertical supports and runners. The deck is composed of steel wire, assembled into a grid pattern of 2 inch squares and welded to the supports. Three formed sheet steel runners run fore and aft beneath the deck, with one runner on each side and one in the center. The center runner is wider than the outer runners. Nine steel vertical supports are welded to the runners and to the deck. The pallet is capable of transporting loads up to 4,000 pounds. The MK 12 MOD 1 pallet is 45.5 inches wide by 35.0 inches long by 4.75 inches high. The complete pallet is galvanized. The MK 12 MOD 1 Pallet is a general-purpose four-way pallet used to handle unit loads aboard ship and at shore stations. A forklift, pallet truck, or pallet sling is used to transport and stack loads. The proposed contract will be a Best Value, Lowest Price Technically Acceptable (LPTA) and will be a 100% Small Business Set-Aside. Detailed specifics of the technical and quality requirements will be provided in the solicitation. FOB will be destination. The Technical Data Package (TDP) associated with the MK 3 MOD 0 Pallet and MK 12 MOD 1 Pallet is classified as Distribution A - approved for public release; distribution is unlimited. The TDP will NOT be available until after the solicitation is formally issued. The response date listed above is for archive purposed only and is NOT the date in which offers are due. The date offers are due will not be issued until the solicitation is issued. ESTIMATED solicitation issue date is 27 March 2013. This is an estimated date only and is subject to change. This solicitation will be issued electronically in accordance with FAR 4.502 and FAR 5.102(a)(1); therefore, hard copies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the Army Single Face to Industry (ASFI) Website at the following address via the internet: https://acquisition.army.mil/asfi/. CAUTION: This solicitation will be issued electronically as will any Amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain an offerors mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any Amendments which may be issued. Failure to obtain any said Amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection.
