Description
DAIP Program Management Support Services DAIP External Affairs The Federal Emergency Management Agency (FEMA) intends to award a sole source bilateral contract modification to BAE Systems Information Technology, (BAE) to provide continued support services Time and Materials modification, to a single source under the authority of FAR 6.302-1(2), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements on or about March 28, 2013 to BAE Systems Information Technology, (BAE) under its current contract, GS-10F-06-LP-A-0003, Order HSFEHQ-07-J-0175. The period of performance will be for an additional 6 months with two, three month optional periods. The estimated cost is $5,780.96.00: Base cost is $2,865,887.00; Option 1 cost $1,441,400.00, and Option 2 cost is $1,473,650. BAE already has resources in place and no other firm could ramp up in a timely manner, or if they did, the additional cost expenditure to do so would not be cost effective to the Government. Under these circumstances BAE is the only source immediately available to satisfy this requirement. Further, it is the Government’s intent to offer industry an opportunity to compete for this requirement, and then make an award, no later than September 27, 2013. The North American Industry Classification System (NAICS) code for this requirement is 54611. This notice of intent is not a request for proposals or quotations. All responsible sources may submit their technical capability statements within 14 calendar days of this publication, to be considered by FEMA. All responses must be submitted to the Government point of contact Edna McKellery at the e-mail address shown below. Please include the synopsis number on the subject line of your response. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The one year extension period will be exercised as a six month period with, two, three month optional periods. Any responsible source may submit a capability statement. The North American Industry Classification System code is 54611. Direct responses to this notice of contract action shall be submitted via electronic mail to: Edna.McKellery@fema.dhs.gov; no later than March 26, 2013, at 10:00AM, ESDT. Hand delivered, postal or express mailed responses will not be considered.
