Description
Sources Sought For Local Exchange Service (Recruiter Sites) LOCAL EXCHANGE SERVICE SOURCES SOUGHT March 12, 2013 The purpose of this procurement is to acquire contractual support to provide, on an as-needed basis, local telephone exchange services for AF recruiter sites throughout the United States (CONUS). Local telecommunication services shall include, as a minimum but not limited to: commercial business lines. Potential locations renewing their current telecommunications service within the next 12 months are listed on Attachment 1. The sites are separated and requirements are by location. The contractor shall demonstrate the capability to provide local telecommunication services for the locations listed per requirement. 1. AFSPC 38 Cyberspace Engineering Installation Group (CEIG) is requesting information from industry as part of market research to determine what qualified installation contractors exist. 2. THIS IS A SOURCES SOUGHT ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or an indication the US Air Force (AF) or 38 CEIG will contract for the items contained in the sources sought. 38 CEIG will not pay respondents for information provided in response to this sources sought. 3. The North American Industry Classification Systems (NAICS) Code proposed for this requirement is 517110. The size standard for NAICS 517110 is 1500 employees. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. 4. The government requests interested parties submit the following: a. Their DUNS and CAGE codes, as well as, a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, Women Owned Small Business or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. b. Written statement confirming the capability to provide Commercial Subscriber Lines (CSL) and number portability. c. Documented evidence of all interconnection agreements and/or leasing arrangements with the Incumbent Local Exchange Carriers (ILECs) within the state of the requirement. d. Provide proof of registration with the Public Utility Commissions within state of the requirement. e. Written statement confirming the ability to respond within one (1) hour of notification for service outages. f. Information from recent contracts performed within the last three (3) years, which are considered relevant in demonstrating ability to perform local exchange services involving similar scope, magnitude of effort, and complexities as the services described in this sources sought. Include the following administrative data for each referenced contract submitted Offeror's company name; contracting agency; contract number; brief description of contract; contract type (i.e., fixed price, etc.); period of performance, identification of any significant achievements or past problems and resolution; and name, address, telephone number, and email address of program manager and Contracting Officer. 5. Please include as part of your response a Point of Contact's: Name, Phone Number, Fax Number, E-mail address, and Mailing address. 6. Please provide your response electronically, in writing (no links), no more than three (3) single-spaced pages using 12-point, Times New Roman font, and minimum of one-inch margins, in Microsoft Word format. Responses to this sources sought are requested by 4:00 P.M., CST on April 12, 2013. All responses shall be unclassified and reviewed to ensure consideration.
