- Draft Performance Work Statement The U.S. Department of Education, Office of Vocational & Adult Education (OVAE) is seeking a contractor for the new procurement, Improving Adult English Language Instruction. The purpose of this new requirement is to contribute to the Department's ongoing efforts toward building teacher effectiveness by supporting state-based teacher professional development and training efforts through the provision of high quality, on-demand, evidence-based instructional support for teachers of adult learners who are learning English. To achieve the primary purposes of this contract, the contractor shall develop trend and issues materials, adapt and promote existing ELL resources, and design and delivery technical assistance to states. If so, how? 3.Based upon your experience in ELL education for adults and/or professional development for teachers of adult ELLs, please provide comments and/or questions on the work, scope, and timeline in the PWS.
