- U.S. Department of Veterans Affairs (VA), Office of Information & Technology (OI&T) Video Simulation Management System (VSMS) Phase 1 This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. The purpose of this Request for Information (RFI) is to identify qualified contractors who are able to meet VA's requirements, and other market information readily available. The mission of the Department of Veterans Affairs' (VA), Office of Information & Technology (OI&T) and Employee Education System (EES) is to provide benefits and services to Veterans of the United States. In meeting these goals, OI&T strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans' health care in an effective, timely and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. Requirements Video Simulation Management System (VSMS) Phase 1 The Employee Education System (EES) is an administration-wide, comprehensive, virtual, education-focused organization supporting VA Veterans Health Administration (VHA) continuing learning objectives through all-employee training, education, performance support, development, and consultation. Simulation Learning Education and Research Network (SimLearn) is a new national simulation training, education and research program which is organizationally aligned under EES and shall be responsible for developing the strategic vision and system-wide plan for simulation process modeling, training, education, and research for VHA. The program includes the creation of a national SimLearn Center which is being built at the new Orlando VA Medical Center's Lake Nona site and is targeted to open in mid 2013. VA is interested in sources to design a Video Simulation Management System (VSMS) to support the new national SimLEARN Center being built near Orlando, Florida. This VSMS shall be a turn-key integrated technology solution which shall provide the following functionality for the entire center: "Simulation recording, debriefing, and assessment "Simulation session control and data integration "Video storage and playback "Course creation and learner management The center will be the bottom floor of a building with a net area of approximately 35,000 square feet and consist of eighteen (18) full simulation rooms/sets, eighteen (18) control stations, seventeen (17) additional simulation areas, a central monitoring station, eleven (11) debriefing areas, five (5) rooms with display capability, and a computer server room. (Please see separate attachment regarding the floor plan). For this requirement, the contractor shall provide a design for a "turn-key" system that shall include a listing of hardware and software components required to meet system requirements outlined in the design document. The Government anticipates a firm-fixed price (FFP) order for this design effort. Submittal Information The Government is open to considering teaming and prime/subcontractor relationships for this effort. If interested, please submit a Capabilities Statement, limited to ten (10) pages for your company, your teammates and/or subcontractors and also denote the business size for North American Industry Classification System (NAICS) Code 541512. Please include company name, company address, and DUNS Number (if applicable). Also, please indicate if you, your teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business (SDVOSB) or a Veteran Owned Small Business (VOSB). Respondents should address the following questions: 1. Capabilities/Qualifications - Description of the capabilities/qualifications/skills your company possess to perform the work outlined above in the Requirements paragraph. 2. Other Market Information - Provide any other relative information, however this information must be included within the 10 page limitation.
