Description
This is a Sources Sought Synopsis, for market research purposes only, and is not a Request for Proposal (RFP). A solicitation is not being issues at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The Joint Warfare Analysis Center (JWAC), 4048 Higley Road, Dahlgren, Virginia, 22448-5144, is seeking possible sources to provide support to assist in the technical development of social science capabilities, physical infrastructure network analysis, weapons effects assessment and sensor technology capability/battle damage assessment criteria and information technology development and integration. This proposed contractor support includes, but is not limited to, technical aspects of methodology development, socio-political analysis, advanced human network analysis, economic analysis, organizational analysis, network analysis and modeling, systems engineering analysis, decision support, weapons effects, sensor technology and battle damage assessment (BDA), and advanced information technology development and integration (software development, software maintenance and software engineering, software/hardware integration support, database development, program coding, testing, documentation, training). Deliverables under this contract include, but are not limited to: briefings, reports (progress, technical), data, models, tools, software, hardware, documentation, and training. An administrative program manager shall also be required. The terms of this contract shall require some work to be performed on-site at the Government facility or at off-site locations; therefore, all proposed candidates must hold appropriate security clearances upon date of award (see security statement below). The government reserves the right to make multiple awards and/or teaming, in the event that one contractor cannot supply all labor categories. Anticipated award date is September 2013 and is expected to cover five full years of support. The government will not reimburse participation in this survey for any expenses associated with their participation in this survey. Attachment - Contractor Capability Survey Physical and Non-Physical Network Analysis Part I. Capability Survey Questions General: • Describe briefly the capabilities of your facility and the nature of your business. Include a description of your staff composition and management structure. • For the following work areas, describe your company's past experience on projects of similar complexity to include personnel qualifications and examples that demonstrated knowledge or teaming experience to cover some or all of these work areas. Social Science Capabilities: • What is your experience with developing methodologies for the analysis of decision processes and influences including dynamic decision making through rational choice, game theory, psychological or other approaches? • What is your experience with Human Network Analysis (HNA) to develop methods to analyze large multi-modal and multi-plex human networks and quantify the effects of removing nodes within a human network including: network reconstitution, changes in the functions and flows within the network, changes in the network behavior and disruption of other associated networks? • What is your experience with using Organizational Analysis and human factors methods to develop models for assessing vulnerabilities in organizational structures, roles and processes and predicting impacts on organizational goals, functions and human interactions with technical systems? • What is your experience with developing business analysis methods and tools to assess how organizations are positioned relative to operational goals as well as methods for decomposing organizations based on its functions in order to identify critical considerations in a company's operating environment? • What is your experience with economic analysis to develop analytical algorithms, models and/or tools to analyze a country's economy at the national, sector or firm level using econometric, macro and micro economic theories and that consider interdependencies between economies and physical networks, critical industries and organizations? • What is your experience with identifying, evaluating and/or developing analytical algorithms, models and methods to analyze complex socio-technical networks in order to determine interdependencies between human, economic, organizational and physical systems? Physical Network Analysis • What is your experience for various types of physical infrastructure networks to characterize operations of the network, sub-components, interfaces, and the identification and assessment of vulnerabilities? • What specific expertise do you have in the modeling and simulation of transshipment facilities? • What is your experience with Decision Support to develop methods to compare multiple courses of action to identify the optimal action(s) and timing to most effectively meet customer objectives? • What is your experience with the application of system engineering methods, models and architectures to analyze physical, logical and functional networks? Weapons Effects • What is your experience with collateral damage estimation and weaponeering tools? • What is your experience with supporting testing and operational exercises aimed at understanding weapons effects? • What is your experience modeling weapon effects? Sensor Technology • What is your experience with sensor utilization, requirements, Tactics, Techniques, and Procedures (TTPs) for sensor placement and/or measuring transients? • What is your experience with high-resolution data exploitation? • What is your experience with near real-time capture and transfer? Advanced Information Technology Development and Integration • What is your experience and capability with respect to developing and integrating advanced Information Technology software and hardware solutions/components to include: o Software languages and tools such as.NET Technologies, Silverlight, Database Technologies, JavaScript, XML, XSLT, Visual Studio/TFS, etc. o Structured, semi-structured and unstructured text processing and data mining of very large data sets o Advanced data management / database / software implementation and configuration o High performance computing / parallel processing architecture to support real time targeting o Geospatial and Imagery Exploitation tools and techniques Part III. Security Survey Questions Facility Security Requirements • Do you have or are you capable of handling and storing Special Access Required (SAR) information within facilities meeting the physical security criteria of both the Intelligence Community Directive (ICD) 705, (Sensitive Compartmented Information Facilities (SCIF)), and Joint Air Force, Army and Navy (JAFAN 6/9), (Physical Security Standards for Special Access Facilities)? Personnel Security Requirements • Do all personnel having access to SAR information have a minimum of a DoD Secret Clearance based on a National Agency Check (NAC) completed within the last five years? • How many personnel have a Top Secret clearance based on a current SSBI/SSBI-PR within the last five years and meet the personnel security criteria of the Intelligence Community Directive (ICD) 704, (Personnel Security Standards and Procedures Governing Eligibility for Access to Sensitive Compartmented Information (SCI) and Other Controlled Access Programs), and JAFAN 6/4, (Personnel Security Standards and Procedures Governing Eligibility for Access to Special Access Program's) and be currently indoctrinated for SCI access and/or eligible for immediate SCI certification by the government department/agency sponsoring the SCI access?
