- RFQ# HSCG23-13-Q-QRX282 Description: Vessel Training Platform This acquisition is being issued in accordance with FAR Part 13. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is HSCG23-13-Q-QRX282. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-65 (January 29, 2013). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition is for the associated NAICS code 441222. This is a small business set aside. The USCG intends to procure a vessel that will be used as a stationary training platform for students of the Southeast Regional Fisheries Training Center (SRFTC) which is located in Charleston, SC. By procuring a longline type vessel, SRFTC will be able to realistically simulate boardings in a training environment targeting fishing vessels. The vessel can be new or used. The vessel must be in good and safe working condition and structurally sound to support a crew of up to 4 people training on the vessel. The vessel shall be delivered 60 days after date of award. The USCG requires the following vessel requirements: PLATFORM SPECIFICATIONS (1) Must be or closely resemble a "longline" commercial fishing vessel. (2) Vessel should have overall length that is at least 40', but not greater than 60', and beam dimensions that is at least 14', but not greater than 20'. (3) Hull construction may be wood, fiberglass, or steel. (4) Vessel may be any color. (5) Vessel must have a below deck fish hold accessible from the working deck. (6) Vessel must have a longline reel/mainline hauler, power operated. (7) Vessel's hauler must have mainline on reel. (8) Operating running lights/nav lights. (9) Operating bilge alarm/high water alarm system. (10) Electrical system and wiring should be in good working order for lighting and safety reasons. (11) An operable engine is not necessary. This vessel will be used for training purposes and an engine brings no additional value. (12) An operable generator, auxiliary, and HVAC system are not necessary. This vessel will be used for training purposes and a HVAC system brings no additional value. (13) Working electronics are not necessary (GPS/NAV Components, Radar, Fish Finder). (14) Fishing Permits should not be included with this vessel. (15) Fluids must be completely drained prior to delivery. (16) No hazmat onboard. (17) If sewage system equipped, should be cleaned/sanitized and placed out of service. (18) Clean and empty bilges. Clean and empty fish hold. All berthing, messing, storage, and/or common spaces should be clean/sanitized and empty. Preferred but not required: (1) Have a forward pilot house configuration with a working deck aft. (2) Multiple high flyers are requested. (3) Gangions prepared and stowed in bucket are requested. (4) Multiples floats for longline. Applicable Clauses: The provision at 52.212-1, Instructions to Offerors-Commercial (2/2012) and is supplemented as follows: Quoters shall submit the following in order to be considered for award: 1. Specifications - The quoter shall provide specifications for the vessel. The Offeror shall provide photographs of the side and deck of their offering. 2. Price - The Offeror shall submit their Firm Fixed Price. Quotes shall include pricing inclusive of all shipping and handling. Delivery will be FOB Destination. The vessel shall be delivered to: 1050 Register Street, Charleston, SC 29405. All quotes shall include a point of contact, name, email address, phone number, business size, small business concern type and payment. Discount terms if any. System for Award Management registration (SAM) - Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at https://www.sam.gov/portal/public/SAM/. Quote Submission Deadline: Vendors shall submit an electronic version of their quote in word or adobe pdf format by 14:00 PM ET on Tuesday March 19, 2013 to www.fbo.gov. The provision at 52.212-2, Evaluation-Commercial Items (1-99). To be included in paragraph (a) of that provision: The USCG intends to award a purchase order to the company whose quote represents the Lowest Price Technically Acceptable to the Government. The evaluation shall consider the quoters response to each of the following evaluation factors: 1. Technical Capability - meeting the platform specifications and delivery within 60 days after date of award. 2. Coast Guard Acquisition Procedures (CGAP) APPENDIX C - CHAPTER 3033 NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman. Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e).
