- This synopsis is being posted to both the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) website located at http://www.neco.navy.mil. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO website serves as alternatives in case the FBO website is unavailable. Naval Surface Warfare Center, Crane Division intends to award a contract for various sizes of wood-lined, steel, small arms storage facilities that shall serve as stand-alone high security storage facilities for conventional small arms weapons. The Government anticipates requirements for Deployable Standard Armories and Deployable Front Operating Base Armories. The Government also requires various sizes of wood-lined, steel storage magazines to serve as stand-alone high security storage facilities for conventional ammunition and explosives. The Government anticipates requirements for Deployable Standard Magazines and Watertight Magazines. The armories and magazines will be manufactured in accordance with Naval Surface Warfare Center, Crane Division specifications. The resultant contract will include requirements for numerous optional features including, but not limited to, various doors, walls, windows, awnings, roofs, heating, cooling, humidity, airflow, electrical, lighting, flooring, storage, tie downs, delivery/set-up, painting/coating and safety features. A five-year, indefinite-delivery, indefinite-quantity contract is anticipated. It is anticipated that the contract minimum will be $50,000 and a maximum of $49.9 million. Delivery shall be FOB Destination with inspection and acceptance at the contractor s facility. All items will be shipped FOB destination to varying locations to be determined at the time of delivery order award. The requirement will be negotiated on a full and open competition basis after exclusion of sources (i.e. 100% small business set-aside in accordance with FAR 6.2). Source selection will be based on a best value evaluation. The contractor must be properly registered in the Government s Central Contractor Registration (CCR) to receive an award. Offerors may obtain information on CCR registration and annual certificate requirements by calling 1-888-227-2423, or via the internet at https:///www.bpn.gov/ccr/. In accordance with FAR 4.1201, the contractor shall also complete electronic annual representations and certifications via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov in conjunction with required registration in the CCR database. Contractors must be registered in the Joint Certification Program (JCP) at http://www.dlis.dla.mil/jcp/ in order to receive the technical data package. The solicitation will be available at FedBizOpps and NECO on or about 01 April 2013. No hard copies of the solicitation will be mailed. Responsible sources may submit an offer which shall be considered by the agency. Submitting a proposal from the NECO website by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format.
