- THIS IS A PRESOLICITATION NOTICE ONLY AND NOT A SOLICITATION OR REQUEST FOR PROPOSAL(RFP) DOCUMENT. THE RFP/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. PROPOSALS ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. •The Office of the Comptroller of the Currency (OCC) intends to issue a Request for Proposal using FAR Part 12 - Acquisition of Commercial Items and FAR part 15 - Contracting by Negotiation to obtain an experienced and qualified contractor to procure services in support of the migration of users to the SAS grid environment currently being implemented for the OCC's Economics Department (ECON). A sandbox environment for the grid has already been implemented. In March 2013, SAS will install and configure the production environment for the grid. The Economics Department anticipates migrating users to this production environment, in phases, after June 10, 2013. The services the OCC will require from the Contractor include: o Code consulting and code-modification support o Support to assist the OCC technical team in migrating data to the grid production environment o Informal training of and knowledge sharing with SAS end-users o Testing support The OCC intends to award a time and material, labor-hour contract from May 1, 2013 through March 31, 2013. The RFP solicitation CC13HQR0007 is scheduled to be available for review on FedBizOps by March 15, 2013 with an anticipated award date of May 1, 2013. This requirement is being contemplated as a total small business set-aside. All responsible sources may submit a proposal which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one, and also must be registered in SAM (System for Award Management) and have up-to-date Representations and Certifications. Proposals will be evaluated on the basis of best value, trade-off to the government.
