- Tactical Air Control Party Modernization (TACP-M) Full Motion Video Receiver (FMVR) Display Device Request for Information (RFI) 12 March 2013 1. The TACP-M Program Management Office (PMO) is seeking potential sources capable of providing approximately 1000 commercial off-the-shelf (COTS) handheld display devices for use with the TACP Dismounted FMVR, similar to a portable security camera display. The FMVR will be deployed to conduct full spectrum Close Air Support (CAS), electronic warfare (EW) and Intelligence, Surveillance, and Reconnaissance (ISR) missions in Operation Enduring Freedom (OEF). This is a request for information as part of market research to provide data for planning purposes. This Request for Information/Sources Sought does not constitute a request for proposal, request for quote, or invitation for bid. Nor does the issuance of this Request for Information/Sources Sought in any way restrict the Government as to its ultimate acquisition approach. 2. Sources should consider these main objectives when responding to this inquiry and specify, in detail, how you would execute each: a. The display device shall contain its own internal power source (Please state available disposable and rechargeable battery options) b. The display device shall be capable of running off of externally supplied AC or DC power using a converter, procurable as an optional accessory c. The display device shall be a handheld form factor between 3 ½" to 7" d. The display device shall weigh no more than 2 lbs. e. The display device shall be capable of receiving input through a BNC 3. Responses shall include: a. A color picture of device including dimensions; b. Description of display resolution; c. Battery life description and specifications; d. Ruggedization specifications, as applicable; e. Warranty information; f. Manufacturing and production schedule (i.e. If items not available in inventory, how many weeks lead time from the placement of our order would be needed to produce the units and how many could be produced and delivered per month.); and g. A description of any additional features not covered above or in Section 2 of this request. h. Company Name, Address, Point of Contact (POC), Cage Code,, e-mail address and phone of POC, Size of Business. In addition to the size of business, indicate all classes of business that fit your firm: i.e. 8a, Small Disadvantaged, Veteran-Owned, Woman-Owned Small Business, etc. i. Description of experience with display devices and any other pertinent information. 4. Respondents are requested to provide budgetary unit price and budgetary total price, indicating at what levels quantity discounts are applied. 5. List any open Department of Defense (DoD) contracts covering the device. 6. List any GSA schedules from which the device can be purchased. 7. Any correspondence will include the following title in the e-mail Subject header: "Response to RFI for FMVR Display Device." Responses shall not exceed 7 pages (double-spaced, 1-inch margins, 12-point, Times New Roman font). Product brochures will be accepted as supplemental information in addition to the 7-page limit. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly. 8. The Government does not intend to award a contract on the basis of this announcement. Submitting responses to this announcement is voluntary. The Air Force will not reimburse respondents for costs related to submission of any information, documentation, or data. As stipulated in Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are intended to be used for TAC-P program market research and acquisition planning.
