- Description
- This is a Design/Bid/Build Request for Proposal for new Unaccompanied Personnel Housing (UPH) Barracks, located at Fort Hunter Liggett, California. This project is located in Monterey County, California. Primary facilities include three 3-story units and non-organizational vehicle parking. Each unit is approximately 3,867 SF with (2) dwelling units on the first two floors and (1) dwelling unit on the third floor for a total of 10 personnel. The total personnel accommodated by this UPH project is 30. The housing units use the Army standard 1+1 E floor plan. The non-organizational parking is approximately 1,000 SY, not including site access roads. Supporting facilities include sidewalks, curbs and gutters, landscaping, site utilities, storm drainage, electrical, water, sewer, exterior lighting, information systems and signage. These buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, wood frames, stucco exterior walls, concrete tile roofing system, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, and electrical systems. These units are designed for maximum energy efficiency that meet the LEED Silver standards. This solicitation also contains option items for (1) OMAR equipment, (2) Removal and Disposal of Grey Debris, (3) Site Amenities, (4) Site Lighting, (5) Trash Enclosure, and (6) Sidewalk work along Infantry Road. The acquisition strategy for this solicitation will be a design-bid-build, single phase procurement following the best value procurement process. Proposals will be evaluated based on the following technical factors: Prime Contractor Experience, Prime Contractor Past Performance, Management Plan, Safety, and Price and Pro Forma Requirements. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The price range is between $1,000,000 and $5,000,000. The target ceiling for award is $3,800,000.00. Contract duration is 350 calendar days. All Offerors are invited to attend a Site Visit. The exact date, time and location will be noted in the solicitation. THIS SOLICITATION IS SET ASIDE FOR SMALL BUSINESSES. The technical information contained in the proposal will be reviewed, evaluated, and rated by the Government. The Solicitation package will provide site plans and floor plans of all buildings, the complete Statement of Work, and technical specifications. Furniture will be purchased under a separate contract. Project documents will be issued via the internet by download at the Federal Business Opportunities website (www.fbo.gov) only. Amendments will also only be available by download at www.fbo.gov.
