Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. The Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Sole Source, Firm Fixed Price (FFP) contract with Protogate, Inc., P.O. Box 503313, San Diego, CA 82150-3313, to provide Freeway FW3412 Data Communications Servers and supporting ancillary items used in support of the Air Command and Control and Sensor Netting (AC2SN), Program Executive Office - Land Systems (PEO-LS), Marine Corps Systems Command (MCSC), and the United States Marine Corps (USMC) agencies based in the Continental United States (CONUS), Outside the Continental United States (OCONUS), and deployed in-theatre. CLIN: 0001 - Desc: FW 3412 Data Communications Server with Government, Military and Radar Protocols (ATDL-1, CD2, Link-1 and Link-11B), software licenses not included. PN: FW3412-400NAV0 QTY: 12 EA CLIN: 0002 - Desc: Software Extended Warranty (9 additional months) for CLIN 0001 QTY: 12 EA CLIN: 0003 - Desc: FW 3412 Data Communications Server with Government, Military and Radar Protocols (ATDL-1, CD2, Link-1 and Link-11B), includes all software licenses. PN: FW3412-400NAV1 QTY: 9 EA CLIN: 0004 - Desc: Software Extended Warranty (9 additional months) for CLIN 0003 QTY: 9 EA CLIN: 0005 - Desc: FW 3412 Data Communications Server with Government, Military and Radar Protocols (ATDL-1, CD2, Link-1 and Link-11B), software licenses, communications cards, and flash drive not included. Inspection: At destination by Government Acceptance: At destination by Government This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1; only one responsible source and no other supplies will satisfy agency requirements. The basis for restricting competition is Protogate(s) proprietary technical information and the duplicative cost to the Government that it would not expect to be recovered through competition. No formal solicitation will be issued. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
