Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Infections and Immunoepidemiology Branch (IIB) plans to procure on a sole source basis services from the Stanford University School of Medicine, CCSR Building, RM 3115A, 269 Campus Dr, Stanford, CA 94305-5171to provide HDV Antibody (anti-HDV), RNA and genotype testing. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541380 and the business size standard is $12.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price indefinite delivery/indefinite quantity type contract. Period of Performance: Performance shall be for three (3) years from date of award. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that is conducting a study to evaluate the contribution of HDV to the risk of liver cancer in The Gambia Liver Cancer Study and a study of the prevalence of HDV among injection drug users in the San Francisco Bay area. The volume of archived specimen available for this testing is limited. To minimize the amount of specimen required for the testing (and to conduct the study in a timely fashion), all testing should be performed in a single laboratory. The Contractor must be capable of administering all of the following tests and compiling results for: HDV antibody (anti-HDV) testing in up to 424 specimen, for HDV RNA testing in up to 404 specimens, and for HDV genotype testing in up to 20 specimens. The Center for Hepatitis and Liver Tissue Engineering at Stanford Medical School is uniquely qualified to provide this service because it has the capacity to perform all three tests that are required for this study (HDV antibody, HDV RNA and HDV genotyping) in expert fashion. Stanford University has worked on HDV and has extensive experience in developing quantitative viral assays for HDV, as well as assays for HDV genotyping. Out of the laboratories that perform testing for HDV, this is on the only laboratory known that also performs HDV genotyping. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on March 26, 2013 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
