SOLICITATION # VA-245-13-B-0098 Contractor shall furnish all labor, tools, materials, equipment, supplies and supervision necessary to RENOVATE FLOOR AREAS OF BUILDING 217 (PIV) AND BUILDING 500 BASEMENT AND 1ST FLOOR SPACE (POLICE) INCLUDING REPLACEMENT OF HVAC (AC-3) project No.613-11-135 at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV in accordance with the solicitation documents, specifications and drawings. Work includes, but is not limited to, furnishing all labor, tools, materials, equipment, supplies and supervision necessary to renovate interior of existing service space GD-101 thru GD126 in the basement of Building 500 into office and conference spaces for the Police Department to expand and improve the Police Department capabilities, interior renovations of existing service spaces in 1A134, 1A138A&B, 1A-183, 1A-164, and 1A-164A on the first floor of Building 500 for the Police Department. These areas are and will continue to be Holding and Observation, interior renovation of existing service spaces B217-100, 100A, B&C in Building 217 presently used by the Police Department. The newly renovated offices will be occupied by the Payroll Department. All work includes, but is not limited to, general construction, alterations, mechanical and electrical work, utility systems, equipment relocation, environmental work for asbestos, lead and mold abatement, necessary removal of existing systems and construction and certain other items. All areas have asbestos floor tile, floor tile mastic and duct mastic that shall be removed. Mold in the basement is to be abated. Replacement of the mechanical unit AC-3 which services GD-101 through GD-126 and other surround rooms in the basement of Building 500 is required. There will be ONE pre-bid site visit to be held on APRIL 10, 2013 @ 11:00 AM (EST) for this project and all prospective bidders are highly encouraged to attend. All prospective bidders will gather at B308B FMS/Contracting Conference Room to sign in. Contractors will be escorted to B500 for temporary badge and to the site(s) to conduct field investigation. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is 100% Set-Aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms. The SDVOSB firm must be verified in http://www.vip.vetbiz.gov, to be eligible for award. Firms must also have current registrations with the System Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html The solicitation will be issued on/about March 27, 2013 with the bid opening on/about April 30, 2013 @ 2pm local time (EST). Dissemination of the solicitation will be limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. Amendments to the solicitation will be posted at www.fedbizopps.gov. By registering to "Receive Notification", you will be notified by e-mail of any new amendments that have been issued and posted. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. All requests for information are to be submitted electronically to the Contracting Officer at laura.silguero@va.gov. Subject line of e-mail should read: VA245-13-B-0098 (Interior Renovations Police/PIV) on company letterhead. Questions beyond April 17, 2013 will not be addressed. No telephone inquiries will be accepted. The project magnitude range is between $500,000-$1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 236220 small business size standard of $33.5 million applies. Award is subject to the availability of funds. Acceptance period for offers received after the bid opening date is 120 calendar days.
