********************************************************** FA8903-12-R-0050 NEW MEXICO/ARIZONA PERFORMANCE BASED REMEDIATION (NM/AZ PBR) PRE-SOLICITATION NOTICE/SYNOPSIS 13 Mar 2013 THIS IS THE FORMAL PRESOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204 The 772d Enterprise Sourcing Squadron, Base Realignment and Closure Branch (772 ESS/PKJ), JBSA-Lackland AFB, TX 78236-9861, is preparing to release a Request for Proposal (RFP) for the NM/AZ PBR requirement. This is a major source selection for environmental cleaning in support of AFCEC and its customers on DoD installations in New Mexico, Cannon AFB, Holloman AFB, Kirtland AFB, and in Arizona, Luke AFB. The Air Force is required to implement remedies as necessary to protect human health and the environment. The intent of this PBR effort is to maximize the number of Site Closeouts (SCs) or advance sites as close to SC as practicable during the Period of Performance (POP) in a cost effective manner for eighty-Eight (88) Installation Restoration Program (IRP) sites, and twenty-one (21) Military Munitions Response Program (MMRP) sites in the PBR contract. It is desirable to the Air Force that Life-Cycle Costs (LCC) be reduced. Source selection procedures will be followed as prescribed in FAR part 15 and FAR supplements thereto. This procurement will be solicited under small business set-aside. The contract is contemplated to be an stand-alone "C" contract with a firm-fixed-price pricing arrangement. The Government anticipates awarding (1) contract with a ROM of $30 - $40 million, and a POP of 120 months. The North American Industry Classification System (NAICS) Code for this Acquisition is 562910. We anticipate releasing the Final RFP in FebBizOpps on or about 28 March 2013. Offerors who determine that the technical requirements of this RFP require clarification(s) to permit submittal of a responsive proposal shall submit all questions in writing within 10 days of publication of the RFP. All proposals must be received by the due date and time specified in the RFP. The due date will be 30 calendar days after the release of the RFP. It is the contractor's responsibility to check the RFP for the actual issuance date, proposal due date/time, and deliver address. THIS IS NOT A FORMAL SOLICITATION [INVITATION FOR BID (IFB)] OR A REQUEST FOR PROPOSAL (RFP). PLEASE DO NOT SUBMIT A PROPOSAL. GENERAL INFORMATION: The 772d Enterprise Sourcing Squadron/Environmental Contracting (772 ESS/PKB) is considering a performance-based approach for Site Closeout (SC) involving Remedial Action (RA) efforts at Cannon AFB NM, Holloman AFB NM, Kirtland AFB NM and Luke AFB AZ. The Performance-Based Remediation (PBR) for these bases is anticipated to be 100% set aside for Small Business; however, the Acquisition Strategy has not been approved for this requirement. It has not been determined if this requirement will be issued under a Small Business Set-Aside or under Full and Open competition. This requirement will be processed using FAR Part 15 procedures and will result in a "C" type contract NOT a task order under an Air Force Civil Engineer Center (AFCEC) [formerly the Air Force Center for Engineering and the Environment (AFCEE)] contract. If the Air Force elects to proceed with this requirement, a formal solicitation will be finalized and posted to FedBizOpps at a later date. PROJECT NARRATIVE: Performance-Based Remediation (PBR) emphasizes results in terms of environmental clean-up for an entire installation (fence to fence), or group of installations, in lieu of a study-based approach. The PBR approach looks for technically-sound and cost-effective methods for achieving this clean-up by focusing on achievement of desired objectives without specifying the processes or technologies for obtaining those objectives. The PBR initiative has an overarching goal to implement remedies as necessary to protect human health and the environment that maximizes the number of SCs or advance sites as close to SC as practicable during the Period of Performance (PoP) in a cost-effective manner. It is desirable to the Government that Live-Cycle Costs (LCC) be reduced. If SC with no new institutional controls is not obtainable within the PoP of this effort, the Contractor shall outline the Optimization Exit Strategy (OES) that will be implemented to accomplish SC. The PoP is estimated at 120 months (10 years) from date of award. The estimated Rough Order of Magnitude (ROM) anticipated for any resultant contract is between $40,000,000 and $45,000,000. This ROM is an estimated range and is provided only for informational purposes. SITE VISIT INFORMATION: Currently, in order to meet time schedules, the Air Force is requesting that individuals planning to attend the Site Visit submit the names of the individuals attending. The Site Visit will be held 4-6 Dec 2012 (the 3 rd and 7 th may be travel days depending on your location). The Site Visit will meet at Kirtland AFB NM on 4 Dec and travel to Holloman AFB NM on 5 Dec and to Cannon AFB NM on 6 Dec. There will be no physical visit to Luke AFB AZ. Attendance at this Site Visit is not mandatory and is at the sole discretion of each firm. The Government will not reimburse participating firms for Site Visit costs. We can only accommodate two individuals per firm. The names of interested parties will be added to a list of attendees. Each person attending the site visit will need to submit the following information to rita.leal@us.af.mil and dianna.saenz@us.af.mil NLT 9 Nov 2012 at 2:00 PM CST. If your company fails to submit the attendee names by the requested time and date, your company will not be allowed to attend the site visit due to strict security concerns. There will be NO EXCEPTIONS. 1) Name and Title of Individual, including first and last name 2) Company Name 3) Daytime Phone Number of Personnel attending the Site Visit 4) Date of Birth 5) Driver's License # 6) State of Issuance for Driver's License Please note that each attendee will be contacted directly by e-mail for their Social Security Number (SSN). The attendees will be sent the specific site visit details via e-mail such as meeting location, agenda and times, prior to the Site Visit on 4 Dec 2012.
