- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. For reference, the solicitation number is VA-101V-13-Q-0028 and is issued as a request for quote (RFQ), unless otherwise indicated. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65 dated January 29, 2013. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $10 million. This procurement is a [Small Business] set-aside and any qualified small businesses may request and submit proposals. Be advised, proposals will be evaluated IAW the Department of Veterans Affairs Acquisition Regulation (VAAR) 819.7004, Contracting Order of Priority. http://farsite.hill.af.mil/vfvara.htm. The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Loan Guaranty Service (LGY), maximizes Veterans' and Service members' opportunity to obtain, retain, and adapt homes by providing a viable and fiscally responsible benefit program in recognition of their service to the nation. In support of its mission, VBA, LGY is seeking a contractor to provide a Two Day, Effective Writing Workshop or Course for 50 VBA employees. The requirement is for 4 sessions; two groups of 12 and two groups of 13. The workshops shall take place 8:00am-4:30pm. Workshops shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). The type of contract will be Firm-Fixed Price. The contractor shall supply all training materials. The place of performance will be at the Department of Veterans Affairs, VBA, and Loan Guaranty Services 1800 G Street Washington, DC 20006. Period of performance is to commence three to five weeks from award of contract. At the conclusion of the workshop, participants should have acquired a clear understanding of the principles and approaches to effectively delivering a message to a specific audience. LGY employees write to various audiences including senior leaders, colleagues, clients, Congress, and the general public. The writing is technically proficient, but may not effectively convey LGY's positions, policies, analyses, or reasoning for action. As such, the writing's impact and value to a reader is diminished, often requiring follow-up and additional resources. At a minimum, this workshop should provide participants with the knowledge and skill to effectively communicate with varied groups by understanding how to construct an argument, the importance of conciseness, correctly emphasizing key points, and getting the reader to recognize the writing's significance. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. In addition, eligible SDOVOSBs, VOSBs must be verified by the VA Center for Veterans Enterprise at the time of submission of an offer and also at the time of award. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Late quotes will not be accepted. Questions must be submitted no later than (NLT), March 18, 2013 by 3:00pm local time, Washington, DC. You must use MS Word version 2003 or higher for technical submissions. The following specific requirements apply: Technical Understanding and Approach Please submit a course syllabus, which includes specific methods for teaching participants Effective Professional Writing. In addition, in no more than a 2 page narrative, double spaced and New Times Roman, 12 point font, describe your customized approach that fits VBA's requirement as it relates to the LGY program. Experience Not subject to the page limit, provide résumé(s), relevant to this requirement, of the proposed instructor(s). Past Performance Provide three verifiable points of contact who we can contact to verify your technical capabilities and experience to successfully perform efforts of similar size, scope and complexity. The Government reserves the right to use other sources of information to assess past performance. Price Provide a Firm Fixed Price based on your proposed level of effort, materials and labor mix. How We Will Evaluate The Government intends to select the source based the information submitted in the initial quotes. The technical factors: Technical Understanding and Approach, Experience, and Past Performance, when combined will be more important than price; however, as the technical factors are rated equally, price will be increasingly important.
