- THE DEPARTMENT OF VETERANS AFFAIRS IS SEEKING CLINICAL SPACE IN THE JOHNSTOWN, PENNSYLVANIA AREA The Department of Veterans Affairs desires to lease sufficient rentable square footage to yield no less than 13,156 and no more than 14,478 of contiguous net usable square feet within the boundaries established below in the Johnstown, Pennsylvania area. This space is for use as a Community Based Outpatient Clinic (CBOC) by the James E. Van Zandt VA Medical Center, Altoona, Pennsylvania. All space must be located on the first floor of a building and must meet all Government requirements for fire safety and handicapped accessibility. On-site parking for a minimum of 100 vehicles is required. The Government will consider both existing and build to suit properties. A lease for a base period of ten (10) years with five (5) additional one (1) year option periods for a total of 15 years will be considered. Space is required to be located within the Johnstown area, specifically space will only be acceptable if it is within or fronting the boundaries outlined below. Beginning at the intersection of Bedford Street and Walters Avenue then east to Solomon Run Road to Fulmer Road. East on Frankstown Road to Engbert Road to Solomon Run Road to Mt. Airy Drive. South on Mt. Airy Drive to Oakridge Drive to Jari Drive to Oakridge Drive to Industrial Park Road to Allenbill Drive to Industrial Park Road to Oakridge Drive to Jari Drive. North on Jari Drive to Oakridge Drive to Industrial Park Road to PA-756/Elton Road to Schoolhouse Road. South on Schoolhouse Road to Theatre Drive. Southwest on Theatre Drive to PA-56W/Scalp Avenue to Eisenhower Blvd to North on Kring Street to East on Belmont Street to Bentwood Avenue to Ohio Street. Northwest on Ohio Street to McCort Place to Bentwood Avenue. Northeast on Bentwood Avenue to Bedford Street and Walters Avenue Intersection. All properties within, bordering, and abutting the delineated area are eligible for consideration provided the properties meet VA's other requirements as detailed within the Solicitation for Offer (SFO). The delineated area was selected based on the commercial areas of Johnstown, Pennsylvania that are not located with the City's 100 year flood plain and the immediately surrounding areas. This area is serviced by the Cambria County Transit Authority which makes it accessible to the veteran population. Additionally, this area of Cambria and surrounding counties is centrally located for the veteran population to be served by the Johnstown CBOC.
