- W15QKN-13-R-0090 FedBizOpps Notice The U.S. Army Contracting Command- New Jersey, on behalf of the Office of the Program Manager Maneuver Ammunition Systems (PM-MAS), located at Picatinny Arsenal, NJ 07806-5000, intends to issue a request for proposal (RFP) to provide quantities of phosphor material and materials integrating phosphors and adhesive technologies for advancing the Low Observable Tracer (LOT) effort for Small Caliber Munitions. The LOT program has been focusing on developing non-burning technologies that could replace the legacy pyrotechnic tracer currently fielded and is looking to incorporate industry's extensive knowledge of material development, optimization, and manufacturing methodology to provide adequate amounts of optimized materials and advanced adhesive technologies for future testing, characterization, and prototyping. This procurement is a Full and Open competitive acquisition for the award of a single Firm Fixed Priced (FFP) type contract with a base and one (1) option year. The Government intends to award this contract on a Best Value (BV) basis. This is a pre-solicitation notice and the Government anticipates that a formal solicitation for RFPs will be posted on or about April 18, 2013. All information is to be furnished at no cost or obligation to the Government.
