- Since the release of the Draft RFP, the Government had been in the process of incorporating industry feedback and finalizing changes in requirements to Request for Proposal (RFP) W56HZV-12-R-0034. As detailed throughout the Industry day conference and DRAFT Request For Proposal (RFP) release, the magnitude, timing, and complexity of all work efforts accomplished under the Joint Logistics Integrator (JLI) is driven by the operational activities that occur in theater (primarily Kuwait and Afghanistan). The Program Management Office MRAP (PM MRAP) and Army Contracting Command Warren (ACC-WRN) were recently informed of an accelerated Theater Drawdown plan in response to current OCONUS mission requirements provided by United States Forces - Afghanistan (USFOR-A) and United States Central Command (CENTCOM) which greatly reduces OCONUS personnel requirements as a result of early site closures in Afghanistan and closure of the MRAP Sustainment Facility (MSF) in Kuwait with all sites projected to be closed by December 2013. After careful consideration, the Government determined that the new drawdown schedule will dramatically reduce personnel requirements and will not provide a competitively selected contractor time to perform the OCONUS JLI effort before being required to immediately begin deprocessing out of theater. A reduced scope of the JLI effort may be required beyond December 2013 and the Government will maximize competition in the future. Consequently the release of the JLI competitive procurement for this level of effort would not be in the Government's best interest, as it would not be a responsible use of Government resources. Therefore, the Government is cancelling this action and will not be releasing a formal RFP. All links related to the JLI Draft Solicitation will be disabled. The Government thanks you for your interest and while this action has been cancelled, the Government will continually strive to review requirements to promote competition.
