Description
The Air Force Test Center (AFTC), Operational Contracting Division, Base Operating Support Branch (AFTC/PZIOAC), Eglin AFB FL, intends to solicit and award a sole source firm-fixed price contract to America's Pride, 4816 Seton Dr Baltimore Maryland, 21215 for the continued services of onsite Transcription Services. The anticipated contract type for this effort is Firm-Fixed-Price contract for a base period of 6 (six) months starting 1 April 2013 through September 2013. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. CLIN 0001: Onsite Transcription Services The North American Industry Classification System (NAICS) for this acquisition is 561410, small business size standard: $7 Million. The justification for this sole source procurement is that unforssen delay of the implementation of the transcription software has lead to Only One Responsible Source (FAR 6.302-1) being available to continue the services until implementation is complete. This acquisition requires highly specialized service, requiring knowledge, skills and experience already in place and only available from the current contractor America's Pride and would cause unacceptable delays in fulfilling the agency's requirements. The contractor's personnel are already cleared, trained, and on-site. The equipment is owned and operated by the contractor, and the InfoPro software system is already in place. Awarding to another company would cause undue delay for utilization and adaption of another contractor's equipment, another company's software, as well as obtaining training and clearances for on-site personnel. The contracting officer does not believe award to anyone other than the incumbent is possible, based on cost effectiveness and continuation of services. Therefore, this acquisition is for continued performance of a highly specialized service. A fully competitive follow-on acquisition is planned. This competed contract will have a period of performance start date of 1 October 2013. This notice is not a request for competitive proposals/quotes, however all responsible sources may submit a capabilities statement, proposal, or quotation which shall be considered by the agency. The government will consider all responses received within 5 days of publication. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
