Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. The resulting purchase order shall be a negotiated on a firm fixed price and small business set a side. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NEEB3000-13-00558 is issued as a request for quotation. The North American Industry Classification Code (NAICS) is 336413 and the Small Business Size Standard is 1,000. The National Oceanic and Atmospheric Administration (NOAA), The Fairbanks Command and Data Acquisition Station (FCDAS) has a requirement to procure three 6 bit Phaser Shifter-LS Band Modules. The Fairbanks Command and Data Acquisition Station (FCDAS) ts a24-l satellite tracking station operated by the National Oceanic and Atmospheric Administration in support of national and international operational and research environmental monitoring spacecrafts. As part of its operations, FCDAS utilizes three Datron 13-meter antenna systems capable of automatically tracking radio signals transmitted from these spacecrafts. An integral component of each 13-meter antenna is an 6 Bit phase Shift module which provides the necessary error signals to the servo control system to maintain accurate pointing while a satellite traverses the sky. These antenna systems are critical Infrastructure support systems. The technical specifications are as follows: 6 Bit Phase Shift module Model Number 42074-l Frequency band 1.4-2.4 GHz' This must be able to be delivered by June 14.2013. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - Effectively meeting the requirements, 2) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Exceeds the requirement; Good (G) Acceptable meets the requirement; (U) unacceptable - Failure to meet the full requirement. Best value will be determined based on the vendor in first meeting the technical approach and then price. If technical approach is equal among the vendors then price will be the determining factor for award. In complete responses will not be considered. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.212-4, Contract Terms and Conditions - Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer. All questions should be submitted electronically to Amy.Sanderswhite@noaa.gov no later than March 15, 2013, 10:00 am local time. No questions will be accepted by telephone. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal addressed to Amy.Sanderswhite@noaa.gov to be received no later than March 19, 2013 at 10:00 am. The Government reserves the right to make one award or no award at all as a result of this solicitation.
