Description

NOTICE OF PROPOSED CONTRACT ACTION: This notice is provided for information purposes only. The Department of Veterans Affairs, Acquisition Service-Frederick, 8490 Progress Drive, Suite 100, Frederick, MD 21701 intends to negotiate a non-competitive award (sole-source) with SRA International, Inc. (SRA) for the procurement of Electronic Contract Management System (eCMS) Helpdesk Support Services. This is an interim contract to ensure continuity of services for eCMS Helpdesk Support while a larger long-term competitive contract is being formulated for award. The statutory exception permitting other than full and open competition for this acquisition is 41 U.S.C. 253(c)(2) -- Unusual and Compelling Urgency as implemented by FAR 6.302-2. This Special Notice is not a solicitation or request for competitive offers, quotations or proposals. It does not constitute a commitment or an obligation by the Government. No solicitation package is available. In accordance with FAR 5.207(c)(16)(i) all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government intends to negotiate a sole-source Firm-Fixed Price (FFP) contract with SRA International, Inc. The period of performance will be a three-month base period with no option periods.
