- DRAFT Specifications Document DRAFT Drawings Package The Tongass National Forest contemplates releasing a solicitation on or after April 1, 2013, for the Wrangell Road Reconditioning project. The intent of this contract is to provide required road maintenance on National Forest Service Roads near Wrangell, Alaska. The project involves the following work: (i) Ditch reconditioning on 20.0 miles of NFSR 6259, 6273, 6276, 6299, 50040, and 50050 (four options extend ditch reconditioning to include an additional 9.7 miles of NFSR 6265) (ditch reconditioning includes removal of debris from culvert inlets and outlets); (ii) Roadway reconditioning on 4.4 miles of NFSR 6263, 6273, 50016, and 50040 (roadway reconditioning includes ditch, shoulder and roadbed reconditioning -- it also includes shaping roadway and compacting with a vibratory grid roller); (iii) Producing, hauling, placing, and compacting unclassified borrow on NFSR 6263, 6273, 6276, 50040, and 50050 (compaction includes use of a vibratory grid roller); (iv) Rock excavation on NFSR 50050; (v) Furnishing and installing one 18" diameter HDPE culvert on NFSR 50050; (vi) Seeding and fertilizing disturbed soil on NFSR 6259, 6273, 6276, 6299, 50040, and 50050 (four options extend seeding and fertilizing to include NFSR 6265); (vii) Developing existing quarries for shot rock and crushed aggregate production; and (viii) Mobilization of Equipment to perform the work. Metal and other manufactured products excavated will become the property of the contractor and disposed of by removing from Government-administered lands and properly disposing of. Included are metal culverts removed and items encountered during ditch cleaning. The intent of this contract is to provide for the complete construction of the project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project in accordance with drawings, specifications, and provisions of the contract. The specified roads to be maintained are located on Wrangell Island. The project begins approximately 11 miles south of the City of Wrangell at milepost 10.7 of Zimovia Highway. Wrangell is a full service community, with daily commercial jet service and air taxi services and regularly scheduled ferry and commercial barge services. Wrangell is not connected to the continental road system except through the Alaska Marine Highway System (ferry). Estimated magnitude of project: Between $1,000,000 and $2,500,000. The solicitation will be released via this FedBizOpps website. All interested parties should visit this website from time to time for the solicitation as well as for any solicitation amendments or other postings that may occur. Paper solicitations will not be mailed. A hosted site visit is not planned at this time, but interested parties are expected to visit the work site at their convenience. The contract clause at FAR 52.236-3, Site Investigation and Conditions Affecting the Work, will be included in the solicitation and the resulting contract. The period of performance is anticipated to be the 2013 and 2014 field seasons. A total small business set-aside is contemplated. All firms interested in this project as prospective prime contractors are invited to identify themselves to the contracting officer as soon as practicable, even before the solicitation release, by sending a fax to 907-228-6254 with specific mention of this solicitation number and project name and a statement of interest as a prospective prime contractor. A sealed bid acquisition is contemplated. Sealed bids will be due approximately thirty days after the solicitation release. A bid guarantee will be required with the solicitation, and performance and payment bonds will be required of the successful bidder. The Davis-Bacon Act will apply. A draft drawings package and specifications document are being released with this pre-solicitation notice, for the benefit of prospective bidders. FP-03 Standard Specifications for COnstruction of Roads and Bridges on Federal Highway Projects will apply. The particulars in this pre-solicitation notice are subject to change in the solicitation - in case of any ambiguity, the solicitation will prevail. All questions related to this acquisition must be directed to the contracting officer.
