Description
Source Sought Synopsis: This is a sources sought notice and is not a request for bids. This sources sought is to determine how many businesses are qualified and capable of providing theater specific counterinsurgency certification training and pre-deployment unit collective training in accordance with published training guidance at designated training sites. The Mission and Installation Contracting Command (MICC) - Fort Bliss has a requirement for situational training scenarios and mission rehearsal scenarios that enable Soldiers and units to interact with simulated civilian personnel under realistic wartime conditions. The contract is anticipated to be from 24 April through 21 May 2013. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 611699, All Other Miscellaneous Schools and Instruction, with a size standard of $10.0 million. Prospective Contractors shall provide range instrumentation to capture voice and video to facilitate After Action Reviews (AARs) after each external evaluation scenario. The Contractor shall also provide the training area large enough to support four Infantry Rifle Companies operating under the Government's command and control needed to strain the operational reach, combat systems and manpower, and allow for the use of classified combat power enabling tools. The Contractor shall ensure the exercise is supported by seventy three (73) trained and properly equipped (to culturally represent the people of the region) Pashtu or other specifically identified ethnicity, speaking role player force, and a capable opposing force required to represent a determined insurgent force. The Contractor shall provide Scenario venues that closely replicate villages found in SE Afghanistan. The magnitude of this project is expected to be between the amounts of $800K to $1.2M.
