This announcement constitutes the only solicitation; quotes/proposals are being requested and a written solicitation will not be issued. The solicitation number AG-046W-S-13-0008 is issued as a Request for Quotation (RFQ); under the Simplified Acquisition Procedures (SAP), Part 13.5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65. This is a small business set-aside with an associated NAICS code of 519120 and small business size standard of $7 million. Services Hour (approx.. 35 hours/week, Guarantee minimum of 1120 hours if Option is exercised) The purpose of this contract is to provide historical document management support to Pacific Northwest Region Forest Health Protection Staff (FHP) on a routine basis and to provide technical support to a web form and training on an as-needed basis. Location and Description This work will be performed at the Mt. Hood National Forest Headquarters Office in Sandy, Oregon. One or two weeks travel may be required to alternate locations in the United States.&emsp; Statement of Work FHP Historical Document Management A. Historical Document Management Support, including some technical support of a web-form and training The contractor will provide the following specific work products: General Provide services to organize, inventory, catalog, and prep for scanning natural resource documents, maps, and other materials for Region 6 Forest Health Protection (FHP) and provide technical support to a web form and training. Natural resource materials will be provided to the contractor by Forest Health Protection staff. Inventory (routine) Organize provided natural resource materials for inventory, cataloging, electronic capture, and return to original location using a systematic process and method. Classify various materials representing a wide array of publication formats, following guides and practices established by the FHP Gray Literature Project. Record bibliographic information, extract prescribed biological information, and input data into an inventory record in an Access® database. Perform routine checks to prevent, identify, or remove duplicate entries and correct input errors. Load updated document inventory database file onto the Forest Service corporate database system at the end of each contractor workday. Catalog (routine) Perform original and copy cataloging of standard and non-standard natural resource materials in MARC (MAchine-Readable Cataloging) cataloging format, following and using knowledge of National Forest Service Library (FSLibrary) cataloging rules and conventions. All documents in the inventory database will be cataloged into FSINFO (FSLibrary catalog) unless specified otherwise. Utilize standard search strategies and online resources such as bibliographic websites and tools to conduct routine searches for materials in bibliographic, full-text, and copyright files and to verify bibliographic information. Input information into FSLibrary's library management system software to create new catalog records. Modify existing catalog records as needed to conform to standard format or update information. Link reposit pdfs to bibliographic records on an as-needed basis. Scan Quality Control (routine) Perform quality control on scanned document images. Web Form (as-needed) Perform quality control assessment and cataloging input editing services for Forest Health Protection personnel that are participating in the FHP Gray Literature project and using the web form to catalog documents. Error-check and final-edit bibliographic information and format data that has been input into the cataloging webform, and then approve and load the properly formatted information into FSINFO. Interact with FHP employees to assure that proper cataloging protocols and format are followed according to FSLibrary standards. Coordinate with FSLibrary personnel to resolve problems and issues with the input software and with cataloging issues as they arise. Training (as needed) Provide reference services, demonstrations and staff training on specific cataloging processes, web forms, and cataloging tools on an as-needed basis. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation requirements and will provide the best value to the Government in terms of the interview results, resume and price. Subjective judgment on the part of the Government is implicit in the evaluation procedures. The evaluation process shall proceed as follows: (i) Initially, offers shall be ranked according to evaluated prices. The price evaluation will be made on the basis of the total price of all line items including all options. An offeror must therefore propose on all line items. A competitive range for evaluation may be established based on the price of each proposal. The Government will notify offerors in writing when their proposals are excluded from the competitive and will not be considered for further evaluation.
