- Sources Sought Statement of Need Objective: In support of this effort, the BEP shall contract with multiple subject matter experts in the field of blindness and hap-tic perception to administer studies to determine the relative effectiveness of the proposed tactile elements for incorporation into U.S. banknotes for denominating U.S. currency using the sense of touch. The objective of the studies/tests will be to measure the accuracy and speeds of denominating by the trial participants. The data from these trials with multiple vendors will be used by the BEP to help select from among the options the tactile feature that is most accurate and quickest for blind and visually impaired individuals. The studies will be done simotaneouly with multiple vendors. 3.0 Scope of Work: The Contractor shall provide all the services necessary to develop a written protocol and perform the acuity perception studies, including labor, travel, parts, materials, transportation, equipment, tools, training, supplies, management and supervision and all other related items. All work and information shall be handled in accordance with the requirements of the Nondisclosure Agreement (NDA). The studies shall be designed for blind and visually impaired individuals to evaluate various coupons (mock sample banknotes containing the tactile feature) with specific tactile elements incorporated into them. The studies shall be conducted at various physical locations as appropriate to accommodate participation of blind and visually impaired individuals. This effort will include, but not be limited to, the following tasks/requirements: 1. Design and develop a test protocol to be used during the perception/acuity studies; 2. Identify and select appropriate study participants, number of participants required to meet the targeted statistical significance of the data; 3. Conduct perception/acuity studies using coupons designed, produced and provided by BEP; 4. Collect pertinent data during the perception/acuity studies, Ensure that the target statistical significance of the results is achieved; 5. Analyze and provide an interpretation of the pertinent data collected; 6. Prepare and submit a summary report. All contractors are subject to the terms and conditions under FAR Part 13
