- The U.S. Army Corps of Engineers, New England District is issuing a solicitation set aside for certified small business contractors for Tree/Brush Clearing and Debris Removal, Westville and East Brimfield Dams, Sturbridge and Southbridge, Massachusetts. The NAICS code for the work described below is 561730, size standard of $7.0M. The project is planned to be issued in March 2013 as a Small Business Lowest Bid award. The contract performance period is 150 days. Cost will be in $100,000 to $500,000 range. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The work consists of the clearing and removal of downed, broken, and bent tornado damaged trees, stump grinding, and the removal of trees, broken/dead branches, and debris. The clearing, stump grinding, and removal work will either be along a boundary line or a river, or within a specified bounded area. The approximate work limits at each dam are as follows: Westville Dam: Boundary Line -13 acres, Clearing - 6 miles, River Clean Up - 0.5 miles, Stump Grinding 0 - stumps. East Brimfield: Boundary Line -17 acres, Clearing - 10 miles, River Clean Up - 0 miles, Stump Grinding -200 stumps. Each work limit is separate from the other. Specific requirements will include the following: quote mark Area Clearing quote mark : clearing and debris removal from the entire area; quote mark Boundary Line Clearing quote mark : clearing and debris removal along the boundary line to a width of not less than 6 feet; quote mark River Clean Up quote mark : the removal and clean up, in three separate stretches along the Quinebaug River, of approximately 20 trees of various sizes. Not all areas or boundary lines will be accessible via mechanical equipment and will require walking and hand equipment to perform clearing and debris removal. To access the majority of the areas will require crossing a wetland or wet area. All disposals shall be in accordance with specified Federal, State and local regulations. Upon the completion of the work, all adjacent areas that were disturbed during the course of the work shall be restored to their pre-work conditions. Please note this solicitation is set aside for certified small businesses under the applicable NAICS code 561730, size standard of $7.0M. This is not a request for proposals at this time, the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about April 29, 2013. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation, offerors must access the Federal Business Opportunities website (www.fbo.gov).
