THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS/QUOTATIONS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. Millennium Challenge Corporation (MCC) is performing "Market Research" for vendors in preparation for a future procurement. MCC has a need for a vendor to design and implement the activities associated with a rigorous, prospective impact evaluation of the Community-based Health and Nutrition to Reduce Stunting Project activities and sub-activities under the MCC Compact with Indonesia. The vendor shall consist of a team of researchers with a strong background in nutrition and impact evaluation design that will design and implement a rigorous evaluation to measure expected outcomes over the life of the Project. The impact evaluation should establish the causal relationship between the Project sub-activities and observed changes in outcome and goal indicators for the beneficiary population. The vendor will ensure the evaluation is designed to test the hypothesis behind the Project Logic and Economic Rate of Return analysis, and are linked to the Indonesia Compact Monitoring and Evaluation (M&E) Plan. The project is expected to be implemented in eleven Indonesian provinces. Attached to this Sources Sought Synopsis are the Draft Statement of Work (SOW), Annex 1 Project and Evaluation Overview, Annex 2 Nutrition Program Logic, Annex 3 Project Evaluation Design Report Outline, and Annex 4 Draft MCC Data Documentation and Anonymization Guidelines. Interested vendors should submit a capability statement, no more than five (5) single-sided pages, which demonstrates the firm's ability to perform the key requirements described above and in the attachments to this synopsis. Standard company brochures and/or paraphrasing of the SOW will not be considered sufficient to demonstrate the capabilities of an interested party. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, e-mail, website address); (3) DUNS number, business size and classification; (4) GSA contract number and period of performance (if vendor has GSA contract that fulfills requirements of the Draft SOW - this requirement is not anticipated to be a GSA award); (5) Technical description of ability to meet the requirement including preliminary thoughts on evaluation questions and study design; (6) Qualifications of researchers' affiliated institutions(s); (7) Curriculum Vitae's (CVs) for the proposed team of 3 senior research analysts (Nutrition Specialist, Economist-Impact Evaluation, Economist-Health Economics) CVs are not part of the page limitation; (8) Relevant past experience; (9) Discussion of any potentially significant organizational conflicts of interest; and (10) Any comments or concerns regarding the draft SOW or subject procurement. Responses to this Sources Sought Synopsis should be submitted to David F. Fuller, at fullerdf@mcc.gov no later than March 25, 2013 at 2:00pm EDST. The subject line of your email submission must include "Sources Sought MCC-13-PLA-0153 (vendor name)". A separate synopsis may be issued for the Request for Proposal/Quotation (RFP/RFQ) resulting from this Sources Sought Synopsis.
