- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. NUWC Division Newport intends to place a purchase order with Omegadyne, Inc., to provide testing and evaluation results, for future repairs, to (132) Dual Differential Pressure Transducers (DDPT) and (132) Switches, in support of NUWCDIVNPT Code 4124 In-Service Engineering for SSN688 Class Vertical Launch System (VLS). The Naval Undersea Warfare Center Division Newport is the In-Service Engineering Agent for SSN688 Class Vertical Launch System (VLS). In support of these functions, this procurement is necessary to provide testing and refurbishment for failed components. The Dual Differential Pressure Transducer (DDPT) and Pressure Switches will replace failed items presently installed on missile tubes of SSN688 Class VLS (TOMAHAWK) Submarines. The DDPT and Pressure Switch design is proprietary to OMEGADYNE and is the only design recommended for procurement by the Navy for use on the SSN688 Class VLS submarine. No other supplier can meet the requirements for test, evaluation and repair of these items. In addition, no other contractor has the intricate and unique equipment required to test and repair these items. Expected period of performance is from date of award to 09/30/13. The Government intends to solicit in accordance with the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, only one responsible source. All responsible sources may submit a proposal which shall be considered by the agency. FAR Part 13 procedures will be used. Interested persons may identify their interest and capability to respond to the requirement or submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject items. Additional information will be provided upon the release of solicitation number N6660413Q1442, which is expected to be on or about 29 MAR 2013. NAICS code is 334519, size standard is 500.
