Description

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as an alternative if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has a requirement for the evaluation, repair/refurbishment and/or manufacture of SPS-49 Elevation Drive Ball Screw assemblies in accordance with Raytheon Drawing Number 912071. CLINs are listed below. CLIN 0001 - SPS-49 Elevation Drive Ball Screw Assembly - Evaluation for United States Navy (USN) or Foreign Military Sales (FMS) assets, Statement of Work (SOW) 3.1.1 - Min 1/Max 125 CLIN 0002 - SPS-49 Elevation Drive Ball Screw Assembly - Category I Refurbishment for USN or FMS assets, SOW 3.1.2.1 - Min 0/Max 42 CLIN 0003 - SPS-49 Elevation Drive Ball Screw Assembly - Category II Refurbishment for USN or FMS assets, SOW 3.1.2.2 - Min 0/Max 42 CLIN 0004 - SPS-49 Elevation Drive Ball Screw Assembly - Category III Refurbishment for USN or FMS assets, SOW 3.1.2.3 - Min 0/Max 41 CLIN 0005 - SPS-49 Elevation Drive Ball Screw Assembly - Category IV Replacement of Ball Nut for USN or FMS assets, SOW 3.1.2.4 - Min 0/Max 61 Note: Maximum quantities of CLINs 0002, 0003, and 0004 may change based on the results of CLIN 0001 evaluation, provided the total maximum quantity of CLINs 0002, 0003, and 0004 does not exceed 125. CLIN 0005 would most likely be in addition to CLINs 0002, 0003, or 0004. CLIN 0006 - SPS-49 Elevation Drive Ball Screw Assembly - New Manufacture for USN or FMS assets, SOW 3.2 - Min 1/Max 52 CLIN 0007 - Data - Delivery of data as required by Data Item Numbers A001 thru A002. The CLIN will be Not-Separately-Priced (NSP). Final inspection and acceptance will be at destination by a team consisting of NSWC Crane technical employees. A 5-year Firm Fixed Price, Indefinite Delivery-Indefinite Quantity contract is anticipated. Due to the nature of this procurement which requires the evaluation and repair/refurbishment of SPS-49 Elevation Drive Ball Screw assemblies, it would not be in the best interest to the Government to have one contractor perform the evaluations and another perform the repairs/refurbishments. As a result, the Government intends to award a Single Award Contract. The Contractor must be registered in the System for Award Management (SAM) database, located at http://www.sam.gov. The documents are limited distribution (Distribution D) and will not be made available unless approval is granted. Interested contractors must be registered in SAM and the Joint Certification Program (JCP) in order to receive access. Information about the JCP is located at http://www.dlis.dla.mil/jcp. The solicitation will be available for download on or about 22 April 2013. Interested parties can download the solicitation from the two websites listed above, for no hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO and NECO websites for amendments that may be issued to this solicitation. Closing date will be on or about 22 May 2013. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal.
