Attachment #2 - IT Security Information Attachment #1 - SOW THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.5. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-66 (28 Feb 2013). This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is HHSN-13-Q-007069 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 236220 and the Small Business Size Standard is $33.5 million. This action is being solicited as a Total Small Business Set-aside. Introduction Background The Clinical Center Complex (CCC) (defined as Warren Grant Magnuson Bldg (Bldg 10), Ambulatory Care Research Facility (ACRF) and Clinical Research Center (CRC) consists of 3.5 million square feet of mixed occupancy space in three congruent buildings on the NIH campus. The Office of Space and Facility Management (OSFM) supports the mission of the CCC by providing a functional, effective and safe environment for patients, visitors and staff. This is accomplished through planning and directing a comprehensive construction management and arts program to support alterations, renovations, repairs and improvements necessary to support occupants' beneficial use and to ensure an environment that is comfortable and supportive of patient care operations. In addition, the CC OSFM serves as emergency coordinator for hospital malfunctions, hazards and disasters and is responsible for managing the hospital's space information. The CC-OSFM uses a space and facility management software program (ARCHIBUS v.14, soon to implement v.20) to track space and facility changes and keep architectural backgrounds up to date for planning, operational, and evacuation purposes. CC OSFM requires technical assistance in the data management and maintenance of space information and requires a contractor who can design, update the current database, and modify software and the space database to respond to unique institutional needs for reports, drawings, and floor plans a. Introduction/Background. Within the Clinical Center Complex (defined as Warren Grant Magnuson Bldg (Bldg 10), Ambulatory Care Research Facility (ACRF) and Clinical Research Center (CRC), CC OSFM supports and maintains a space and facility management software program (ARCHIBUS v.14 and v.20) to track space, assets and facility changes. CC OSFM has need of a contractor who can maintain, design, update the current database, and modify software and the space database to keep architectural building and hospital drawings, and facility assets up to date, while maintaining historical records, for planning, government documentation and evacuation purposes. The contractor must be headquartered or have service locations within the Washington Metropolitan area due to (1) designated on-site individual (40 hours per week ) to perform the services required. The contractor must have extensive knowledge of hospital and patient care architecture, laboratory research space, CAD (version 2013) and ARCHIBUS (versions 14 and 20) software, including design and software modifications. The contractor must demonstrate, through evidence of formal training, experience and demonstration of specific skills, the following knowledge, skills and abilities: extensive knowledge in the use of AUTOCAD computer program as a facility management tool; knowledge of architectural design principles; and advanced skills and ability to create, modify and update a facility database (ARCHIBUS) to produce customer specified records, reports and drawings. The contractor must also have the skills and abilities to provide office staff basic training on the software and knowledge of IT systems to interface with NIH IT personnel for IT systems administration. Period of Performance Base year: April 1, 2013 through March 31, 2014 Option Year 1: April 1, 2014 through March 31, 2015 Option Year 2: April 1, 2015 through March 31, 2016 Option Year 3: April 1, 2016 through March 31, 2017 Option Year 4: April 1, 2017 through March 31, 2018 Vendors will be required to present a ‘live' demonstration for one (1) hour. The dates are March 25 or March 26, and vendors must provide their hours and dates availability with quotation. Statement of Work (SOW) (Attachment 1) ***Statement of Work (SOW) Attached (see attachment for details) IT Security Information (Attachment 2) Article H. NIH Informaiton and Phisical Access Security (see attachment for details) EVALUATION: In addendum to 52.212-2; the following factors shall be used to evaluate offers. A. TECHNICAL APPROACH and QUALIFICATION OF PERSONNEL (50%) 1) Submit evidence of experience and qualifications in the firm of: a. Extensive technical knowledge of hospital architecture, in particular hospital and research facilities; b. Knowledge and skills in the use of AutoCAD (version 2013) and ARCHIBUS (version 14 and 20) software, including ability to manipulate architectural backgrounds, design principles, ability to create, modify and update database records based on new or unique customer/institutional requirements, and create test-to-fit drawings; c. Ability to field survey new or renovated building construction and prepare, verify or modify architectural drawings; d. Technical knowledge and experience with IT systems, server structures, and multiple computer programs, including Microsoft Office Suite; and e. Technical knowledge and critical thinking skills to modify the ARCHIBUS (versions 14 and 20) software to meet the unique need of the NIH research hospital facility upon request. SCORE /10 2) This requirement needs a full-time onsite staff, therefore, the contractor must be headquartered or have service locations within the Washington Metropolitan area. The proposal must clearly identify the individual who will perform the work outlined in the statement of work. This individual's resume must show extensive knowledge of research hospital, laboratory and patient care architecture, as well as AutoCAD and ARCHIBUS software experience (including design and software modifications). The individual's resume must demonstrate, through evidence of formal training and experience: ability to manipulate architectural AutoCAD backgrounds, architectural design principles, ability to create test-to-fit drawings, ability to quality assure their product, and ability to create, modify and update database records. The individual must demonstrate through references ability to be self-directed, have excellent interpersonal skills, ability to work well with individuals and in groups from all organizational levels. The individual must demonstrate through references excellent communication skills, including clear, direct and professional communication. SCORE /20 3) The individual identified for this contract will be required to demonstrate "live" for the government their computer skills and abilities, demonstrating advanced skills in programming, manipulating and reporting using the NIH AutoCAD and ARCHIBUS software. Reports will be requested during a "live" demonstration at NIH that are not available in the standard program templates but that require manipulation of the ARCHIBUS software functions. SCORE /20 B. PAST PERFORMANCE (30%) Capabilities and Resources of the Company, the Individual to be assigned on the contract, Past Performance, Level of risk a. Submit evidence of the individual who will be assigned to this contract that he/she has past experience and qualifications that demonstrate the technical knowledge, skills and abilities outlined in the SOW including extensive knowledge of AutoCAD version 2013 and ARCHIBUS versions 14 and 20. Submit examples of database customization that demonstrates the ability to meet the specific skills outlined in the SOW. Submit names and locations of hospitals and/or firms, and list names and telephone numbers of individuals representing those hospitals and/or firms, who may be contacted as references (minimum of three) who can speak to the individual's quality of AutoCAD and ARCHIBUS services, IT systems expertise, their timeliness and quality of performance, quality of interpersonal skills and communications, and business relations. SCORE /20 b. Provide documentation to support that the organization has met these skill-set requirements with similar organizations of this size, scope and magnitude. The Government will assess the relative risks associated with each offeror. Performance risks are those associated with an offeror's likelihood of success in performing the acquisition requirements as indicated by that offeror's record of past performance. The assessment of performance risk is not intended to be the product of a mechanical or mathematical analysis of an offeror's performance on a list of contracts but rather the product of subjective judgment by the Government after it considers all available and relevant information. When assessing performance risks, the Government will focus on the past performance of the offeror and the identified individual, as it relates to all acquisition requirements such as technical performance, professional performance, and cost; the offeror's adherence to contract requirements, including the administrative aspects of performance; the offeror's ability to attract and maintain key personnel minimizing turn-over, the offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction and generally the offeror's business-like concern for the interest of the customer. The lack of a performance record must result in an unknown performance risk assessment that will neither be used to the advantage nor disadvantage of the offeror. SCORE /10 C. PRICE: Provide a fixed price quote in accordance with the Statement of Work identified. SCORE /20 The price quoted will be evaluated taking into consideration any price reductions. A best value analysis will be performed taking into consideration the results of the technical evaluation, price evaluation, and the ability to complete the work within the Government's specifications.
