- This is a Request for Information (RFI) for Commercial services in accordance with the Federal Acquisition Regulation (FAR) 12.1. No proposals are requested by this announcement; all responses shall be solely in the form of information and materials. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. Further, the Department of Veterans Affairs (VA) is not seeking proposals and will not accept unsolicited proposals or any cost or pricing data. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be the sole responsibility of the contractor. All submissions will be treated as business confidential materials, become Government property, and will not be returned The Department of Veterans Affairs Veterans Health Administration (VHA) intends to award a twelve (12) month firm fixed price contract for VISN 7 Vital Signs Monitors, with a twelve (12) month option period for maintenance. The scope of this effort is defined in the attached DRAFT Performance Work Statement dated 03/15/2013. Background/Requirements The VA has outlined the present and future hospitals' needs for a robust vital signs monitor (VSM) turn-key solution. Upon completion of the installation and deployment, the Veterans Integrated Service Network (VISN) will have a state of the art and fully integrated VSM solution that will meet or exceed the needs of the VISN sites. The VSM turn-key solution must integrate with the Veterans Health Administration (VHA) hospital information system, Veterans Health Information Systems and Technology Architecture - Computerized Patient Record System (VistA CPRS). The systems and solution shall employ advanced technological methods in the integration of healthcare data to improve patient quality of care; measure calibrated physiological properties, reduction of medical errors, and increase in cost savings. Questions (1) Is your company currently providing similar services to another government agency or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services commercially (outside of the federal government). (2) Identify your company's Small Business size status based upon the applicable NAICS code of 541512. The Small Business Size Standard for this NAICS code is $25.5 million in annual receipts. If in responding to this RFI you believe another NAICS code should be applicable, please identify the NAICS code you consider appropriate for this effort along with detailed supporting rationale. (4) Provide any other pertinent information as deemed necessary to demonstrate your and any proposed team member's capabilities and prior experience as it relates to the requirements set forth above. (5) Is your firm currently registered in VA's Vendor Information Pages (VIP) database? Yes ____ No ____ (6) What information does Industry require in terms of accurately sizing/estimating the workload (e.g. number of transactions, number of users, architecture, sample reports, and other artifacts)? (7) List any General Services Administration (GSA) Schedules or Government-Wide Acquisition Contracts that you are currently performing under (8) Under PWS, Performance Period, Paragraph 4.1, is the proposed period of performance feasible given the system security requirements? (9) Are there any current Vital Signs equipment that can integrate/interface with Computerized Patient Record System (CPRS)? If not, detail the level of configuration and/or required software modifications in order to integrate with CPRS? Submittal Information The VA is looking to receive input from vendors capable of performing the tasks outlined in the attached DRAFT PWS. Interested parties may submit a capability statement, no more than five (5) pages, for your company, your teammates and/or subcontractors and also denote the business size for North American Industry Classification System (NAICS) code 541512.
