Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF30446865 applies and is issued as a Request for Quotation. This requirement is 100% set-aside for Small Businesses. The North American Industry Classification System (NAICS) code is 532412. Size Standards is $7,000,000.00. FOB Destination: Vicksburg, MS. The US Army Corps of Engineers (USACE), Engineer Research & Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) has a need for the following: *** See attached Bid Schedule for Line Items. *** Background The Airfields and Pavements Branch (APB) has been tasked by the U.S. Air Force Civil Engineer Support Agency to improve the saw cutting rates of thick airfield-quality concrete when repairing bomb-damaged pavements and develop design curves through numerical modeling and full-scale field testing so that full-scale testing can be executed to relate rapid-setting concrete cure times, rapid-setting concrete cap thicknesses, and sustained sorties. The APB will evaluate several commercially available saws and rapid setting concrete and for their performance and efficiency. A full-scale concrete model is being built at the ERDC to simulate real life high-quality airfield pavements for the equipment testing. Scope To complete this testing, the equipment list below is required to be delivered and unloaded to the ERDC, Vicksburg, MS. The equipment shall be picked up from the site upon completion of the rental period. The equipment should be compatible for use in soil earthwork and pavement demolition operations. Specifications The following equipment shall be fully fueled and delivered to ERDC, Vicksburg, MS: 1. One (1) wheeled excavator with quick connectors for attachment hydraulics. The wheeled excavator should be a Volvo EW180C, CAT M318D, or equivalent. Equipped with the following attachments: a. One (1) 36 inch bucket with thumb attachments b. One (1) pavement breaker 2. One (1) wheeled front-end loader with a 4 cubic yard bucket. The front-end loader should be a Caterpillar 966G, or equivalent. 3. One (1) tracked compact track loaders (CTL) with high-flow hydraulics. The CTL or skid-steer loaders should be a tracked Caterpillar 279C or equivalent. Equipped with the following attachments: a. One (1) bucket b. One (1) pavement breaker 4. One (1) extendable boom forklift. The extendable boom forklift should be a Caterpillar TH514 Telehandler or equivalent. The forklifts should be: a. Capable of lifting 7,000 lbs vertically at maximum height b. Have a rated load capacity of 11,000 lbs 5. One (1) wheel saw attachment with a 2.5-in. blade; should be Bradco Saw RS18, or equivalent. 6. One (1) wheel saw attachment with a 3-in. blade; should be Bobcat Saw WS18, or equivalent. Line Items 0001 - 0004 will be required for a base period of two (2) weeks from 8 April 2013 thru 22 April 2013. Line Items 0005 & 0006 will be required for a base period of one (1) week from 8 April 2013 thru 15 April 2013. All equipment will need an option for a one-week (7 days) extension of each individual item. Any routine maintenance activities will be the responsibility of the vendor including but not limited to the following: oil changes, filter replacements, nozzle cleaning, light debris removal, battery replacement, tire replacement, and tire repair. All equipment must be of acceptable quality and in good working condition. The ERDC representative at the ERDC, Vicksburg, MS may reject any item of equipment at the time of delivery if he deems that the equipment does not meet these criteria. In this case, the equipment provider must deliver an acceptable replacement to the ERDC within 2 hours without the government incurring an additional delivery charge. In the event that the equipment provider does not comply with this requirement, the equipment provider will be liable for any and all costs incurred by the government for the rental of a replacement item of equipment during that period of time in which the required equipment is not available on-site. Any equipment that breaks down must be repaired or replaced promptly in order to avoid impacting the accomplishment of the government mission at the ERDC, Vicksburg, MS. Specifically, any item of equipment that breaks down to such an extent that it cannot be used for its designed set of tasks must be replaced at the ERDC, Vicksburg, MS within 1.5 hours of the first report of the breakdown, or, a qualified mechanic must arrive on-site within 1.5 hours of the first report of the breakdown to conduct repairs. If repair of the equipment is undertaken, the repair must be successfully accomplished within 2 hours of the arrival of the mechanic. In the event that the equipment provider does not comply with this requirement, the equipment provider will be liable for any and all costs incurred by the government for the rental of a replacement item of equipment during that period of time in which the required equipment is not available on-site. OFFERORS MUST INCLUDE ANY NECESSARY EQUIPMENT CLEANING CHARGES IN QUOTE. *** Quote should be in accordance with the attached Bid Schedule. *** FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items. The Clause 52.212-4, Contract Terms and Condition - Commercial Items, applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
