- The Department of Veterans Affairs, Service Area Office Central Region (SAOC) anticipates issuing a solicitation on behalf of Veteran Integrated Service Network (VISN) 23 for a contractor operated Community Based Outpatient Clinic (CBOC) in accordance with FAR part 12, VAAR 873 and 38 USC 8153. A single award IDIQ contract with a base year and 4 option years is contemplated. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. The solicitation will be for two new Community-Based Outpatient Clinics (CBOCs) for providing outpatient Primary Care for all patients, regardless of gender or age, in a private hospital, office or clinic environment to veterans primarily residing in the Southern Border Area of Minnesota and the South West Metro Area of the Twin Cities. The Contractor shall provide two community-based outpatient clinics solely dedicated to Veterans. It is anticipated that in its first year of operation, the Southern Border CBOC may have approximately 2300 veteran enrollees. The South West Metro Area CBOC may also have approximately 2300 veterans enrollees its first year of operation. The new Southern Border CBOC must be located in any of the following counties; Faribault, Freeborn, Mower or Waseca County. The new South West Metro CBOC must be located in the following counties: Carver, McLeod or Scott. According to VHA Handbook 1006.1, a CBOC must be located a minimum of 30 minutes from an existing Veterans Health Administration (VHA) primary site for urban or rural patients. In the Minneapolis VA Healthcare System, there are currently five (5) primary care sites surrounding these areas. They are the Minneapolis VA HealthCare System located in Minneapolis, MN, the Rochester CBOC located in Rochester, MN, the Mankato CBOC located in Mankato, MN, the St. Cloud VA Health Care System located in St. Cloud, MN and the Maplewood VA Clinic located in Maplewood, MN. Interested Offerers must propose both facilities that are located over 30 minutes away from each of those facilities. The Contractor operated CBOC's must have the necessary facilities, professional medical staff, diagnostic testing and treatment capability and referral arrangements needed to ensure continuity of health care. Payments under the contemplated contract would be made on a capitated-rate basis. The company awarded this contract will be required to have both fully operational clinics up and running 120 days after award. This solicitation shall be issued as 100% full and open competition. The NAICS Code is 621498 - All Other Outpatient Care Centers-Size Standard $10.0M. It is anticipated that the solicitation will be posted on the Government Point of Entry on or about May 3, 2013.
