Description
THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE (RFI/SS) FOR PLANNNING PURPOSES ONLY. THIS REQUEST IS NOT A SOLICITATION. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This notice is being published with the intent to promote competition. Suggestions from industry regarding how competition may best be achieved are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations. We are seeking capability statements from all Small Businesses qualified to perform under the NAICS: 611710, Size Standard 500 employees, FSC: R499. All interested and qualified sources are encouraged to respond with questions and suggestions. Response to this RFI is strictly voluntary and will not affect any contractor's ability to submit an offer if, or when, a solicitation is released. However, we highly encourage your firm to respond. The subject RFI is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. There is no entitlement to payment by the Government of direct or indirect costs or charges that arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. General and Project Information: This RFI/SS does not constitute an invitation for bid, request for proposals, or request for quote, nor does the issuance restrict the Government's acquisition approach. Potential companies shall not consider this request as an obligation on the part of the Government to acquire any products or services nor as authority for the Government to enter into negotiations. Any information received is considered market research and may be utilized by the Army National Guard (ARNG) in developing its Acquisition Strategy, Performance Work Statement, performance specifications and metrics. This action is to conduct market research and identify potential offerors and industry interest in the effort as described herein. This market research will be used to assess the availability and adequacy of potential business sources prior to issuing an RFP. The Government will not respond to or conduct formal debriefings to businesses as a part of this RFI/SS. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI/SS. Description: The Contractor shall provide functional support for the full range of Program and Branch current activity and future initiative life cycles, or on an as-needed basis during individual life cycle phases, as appropriate. The functional support calls for subject matter expertise in the functional areas shown: Program management, operations, and communications. Distributed learning (DL) content development. DL online portal operations. DL delivery capabilities management. Information assurance (IA) management. Training management information system implementation. Primary work locations for the contract include the ARNG Directorate at Arlington Hall Station in Arlington, Virginia; Camp Dodge, Iowa; Camp Robinson, Arkansas; and Fort Leavenworth, Kansas. The amount of work at any of the locations may be expanded, contracted, or moved elsewhere during the ordering period of the contract, though the Government expects the amount of work in Arlington, Virginia, to remain constant. The requirement is to provide accredited, technology-enabled training content, access, delivery, and management that is relevant to the readiness requirements of Soldiers and units throughout the ARNG; develops plans, policy, and guidance to implement the DL Program, prioritizing and integrating DL solutions for ARNG training requirements. This requirement supports the Branch in monitoring, planning, coordinating, and managing information assurance (IA) for the Division's training systems and applications. This requirement also supports implementation of the Digital Training Management System (DTMS) in the ARNG through training, user support, and the identification and development of Guard-unique DTMS capabilities. Instructions for Response: Responses shall include the businesses interest, qualification information, and relevant past performance experience. The packages must clearly present evidence that the interested party is fully capable of meeting the required services as described in the attached DRAFT SOW Excerpt. Company brochures will not be considered adequate responses. As this is a RFI/SS document, initial prospective business responses should be in the form of a Capability Statement. The Government recognizes that proprietary data may be submitted as part of this effort. If so, clearly mark such restricted or proprietary data. The Capability Statement should address the following information and include the following elements in this format: 1. Prospective Business Identification Cover Letter; including company name, Cage Code, DUNS, date submitted, company point of contact with telephone number and email address, and applicable GSA schedules, if any. Corporate capability relative to providing these services. Please include whether you participate in any Government-Wide Acquisition Contracts (GWAC) or other special acquisition program. A website address that provides additional information about the prospective business. Identify whether your company is a Large or Small, Small disadvantaged, 8a, Woman-owned Small Business (WOSB), Economically Disadvantaged Woman-owned Small Business (EDWOSB), Veteran Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), and/or HUB Zone Business (HBCU/MI). Identify if you are a large or small business under NAICS 611710. 2. Describe your ability to provide technical and program management support services. A brief history of the prospective business, its experience and innovative approaches in providing the services listed above and the ability to obtain and maintain personnel with appropriate skills. Describe/explain if the use of teaming arrangements would be necessary or utilized. 3. If your firm were to put together a proposal for an effort of this magnitude, what would you provide that best demonstrates your company's experience and performance? 4. The North American Industry Classification System (NAICS) code for this effort is code 611710. Please advise in your view, if the proposed NAICS code (611710) is appropriate for this effort? 5. Size standard is 500 employees Responses are due not later than 11:00 A.M. ET, Wednesday, 03 April 2013, and shall be sent electronically to the Contract Specialist, Linda M.
