Description: ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSAL PACKAGE TO DOWNLOAD. I.General Information This requirement is an Indefinite Delivery Indefinite Quantity Contract for architectural, civil, structural, mechanical, and electrical engineering and design services at the Naval Submarine Base New London, Groton, CT and may includes facilities located in the state of NY. Architect-Engineering and Engineering Services that may be required under this contract include: Preparation of plans, specifications, Requests for Proposals (RFPs) for design/build (DB) projects, feasibility studies, economic analyses, project documentation, surveying, tests, evaluation and Post-Construction Award (DB) review of design completion; Shop drawing review, construction inspection and engineering consultation services during and after completion of construction. This may include update of record drawings and GIS (Geographical Information System) Development of cost estimates, DD Form 1391 review and preparation, Energy studies and audits (levels I, II, and III) of existing and new facilities, energy computation, other associated engineering services; Commissioning and Advanced Commissioning Plan preparation, LEED Commissioning services (Fundamental and Enhanced), Integrated Design Process, Operation and Maintenance Support Information (OMSI), and other commissioning services; (Commissioning Services includes: Re-Commissioning, Retro-Commissioning, Total/Whole Building Commissioning, LEED Fundamental and Enhanced Commissioning, all levels of ASHRAE Commissioning.) Planning and development of energy projects based on energy audits to meet the energy requirements and laws; Applying for Energy Star certifications, Testing and meeting Energy Star requirements, Obtaining Energy Star certifications, and Facility energy certifications maintenance. Projects may be categorized as repair, replacement, upgrade, maintenance, energy savings and sustainability projects for a wide range of new and existing facilities, systems, and infrastructure, and shall include, but not be limited to the following: Utility Systems; Site Features; Architectural Systems; Electrical Systems; Data Systems; Security Systems; Renewable Energy Systems; Mechanical Systems, including Fire Protection systems; Plumbing Systems; Structural Systems; Environmental Conditions, Waterfront Systems; Oil And Fuel Systems. The required services will involve working with Navy design teams, facility engineering and acquisition department (FEAD) teams, Asset Management, and Public Works Utilities and Facility Maintenance teams of NAVFAC; Architectural-Engineering and Engineering firms, Construction Contractors, Design Build firms, repair and maintenance firms and contractors, testing and balancing firms, and occasionally other DoD Agency representatives (such as joint basing projects.) II.Additional Requirements: 1. Any Commissioning processes shall be systematic and quality-focused processes. a). Work shall typically begin in the design phase, shall continue through the construction phase and approximately one year (12 months) after Substantial Completion, and shall include the training of the operating and maintenance staff. b). Contractor shall ensure, through documented verification, that all building systems perform interactively, according to the documented design intent and the building user ™s (Government ™s) operational needs, to provide an energy efficient and sustainable facility. (c). The commissioning process shall provide measurement and verification, and documentation that the facility and all of its components and assemblies are planned, designed, installed, tested, and can be operated and maintained to meet the project requirements (and LEED requirements for the project intended to be certified with USGBC). 2. Firms are preferred to prepare cost estimates utilizing the SUCCESS estimating system in Work Breakdown Structure (WBS), specifications in the SPECSINTACT program, Design/Build RFPs utilizing NAVFAC DB Masters, and drawings in AutoCAD format 2010 (or later version, as directed by the Government in writing) utilizing the National CADD Standards format with NAVFAC required modifications. 3. Firms shall utilize design procedures, prepare, organize, and present design analyses in accordance with the requirements of UFC 1-300-09N. Firms shall utilize the sustainable design concepts, design principles, and guidelines given in the "Whole Building Design Guide" that can be found at www.wbdg.org. Firms shall utilize the sustainable design principles and concepts as given by LEED Green Building Rating System. Firms shall utilize and incorporate the requirements of the NAVFAC Maintenance Operations œMO manuals where necessary. Some projects may also require design in the metric system. Firms shall also be required to provide documents in PDF format. 4. Firms shall implement sustainability concepts through an integrated design approach and work shall be performed in accordance with the following public laws and industry standards: (a)Public Law 109-58, Energy Policy Act of 2005 8 Aug 05 (b)Public Law 109-364, National Defense Authorization Act for Fiscal Year 2007 (c)Public Law 110-140, Energy Independence, Security Act (EISA) of 2007 (d)Executive Order 13423 - Strengthening Federal Environmental, Energy, and Transportation Management, 24 Jan 07 (e)Executive Order 13514 - Federal Leadership in Environmental, Energy, and Economic Performance, 5 Oct 09 (f)Federal Leadership in High Performance and Sustainable Buildings Memorandum of Understanding (MOU), dated 24 January 2006, and Guidance of 1 Dec 08 (g)Uniform Facilities Criteria and Engineering Construction Bulletins as appropriate to project tasks (h)United States Green Building Council (USGBC), Leadership in Energy and Environmental Design (LEED) Green Building Rating System (current version) (i)Low Impact Development (LID) (j)ASHRAE/NIBS Guideline 0:2005 The Commissioning Process (Used as the foundation of ASHRAE Guideline 1, NIBS Guideline 3, and other Total Building Commissioning Process technical guidelines) (k)National Institute of Building Sciences, NIBS Guideline 3, Exterior Enclosure Technical Requirements For the Commissioning Process (Used with ASHRAE Guideline 0: The Commissioning Process) (l)ASHRAE Guideline 1.1 “ 2007, HVAC&R Technical Requirements for the Commissioning Process (m) AABC Commissioning Group (ACG) Commissioning Guidelines (n)National Environmental Balancing Bureau (NEBB) Procedural Standards for Whole Building Systems Commissioning of New Construction (o)National Environmental Balancing Bureau (NEBB) Procedural Standards for Retro-Commissioning of Existing Buildings (p)Sheet Metal and Air Conditioning Contractors ™ National Association, Inc (SMACNA), HVAC Systems Commissioning Manual 5. In accordance with FAR Part 9.5 the selected A&E firm and its consultants will not be eligible to perform any services outside the scope of its task order on the subsequent construction project for which the A&E firm and its consultants provide design services. 6. Additional Definitions: LEED - refers to the United States Green Building Council ™s (USGBC) Leadership in Energy and Environmental Design, third party sustainable rating system for facilities. Utilize the most recent version for New Construction and Major Renovation. Other LEED rating systems will be evaluated for use on a case-by-case basis. Other Sustainability documentation and rating systems may be acceptable, as approved by NAVFAC. ASHRAE - American Society of Heating, Refrigeration and Air-conditioning Engineers. Commissioning services include, but are not limited to, Commissioning, Re-Commissioning, Retro-Commissioning, Total/Whole Building Commissioning, LEED Fundamental and Enhanced Commissioning, as defined by USGBC and ASHRAE. Integrated Design Process - requires the commissioning agent to keep projects on track towards the Government ™s goals of maximizing energy strategies, minimizing Total Ownership Cost (TOC), and life cycle cost effectiveness, by optimizing an integrated solution. III.Commissioning Authority: The selected firm will be required to provide an individual designated as the Commissioning Authority (CxA) for project commissioning (Cx) and documentation for any Commissioning Task Order awarded under the contract: Duties of Commissioning Authority and Special Qualifications: a)The CxA shall direct and coordinate Cx activities and submit Cx reports to the Contracting Officer (or designated representative) to meet submittal and reporting requirements. The LEED commissioning authority shall coordinate with the LEED Certification Administrator (LCA), the Designer of Record ™s design team, the Government ™s project management & design management team, the Government ™s construction team, and the Construction Contractor. CxA shall be LEED AP w/ Specialty and must meet the requirements of the LEED EA Prerequisite Requirement for Fundamental Commissioning and the EA Credit 3 for Enhanced Commissioning. b)The CxA must be certified as a commissioning professional by at least one of the following entities: the Association of Energy Engineers (AEE), the Building Commissioning Association (BCA), the National Environmental Balancing Bureau (NEBB), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Building Energy Assessment Professional (BEAP) Certification Program, or the University of Wisconsin - Madison (UWM). c)The CxA shall be involved in reviewing the operation of each facility or building for approximately 12 months after substantial completion. During this time the CxA shall work with the construction contractor and the design agent in meeting and maintaining a sustainable and energy efficient facility. d)The CxA shall develop a plan for resolving all outstanding commissioning issues and shall work with the Contractor and the design agent in obtaining the LEED registration and certificate for each facility or building. e)The CxA shall report and document all results, recommendations, and findings directly to the Contracting Officer and the Government Design Team. IV.Evaluation Criteria and Submittal Requirements: Each offeror must demonstrate its qualifications, and those of its key consultants, with respect to the evaluation factors set forth below for all services. Evaluation Factors (1) through (3) are of equal importance to each other and, when combined, are of greater importance than Factors (4) through (6), which are of equal importance to each other. Factors (4) through (6) will be used as tie-breakers among firms found to be technically equal in their combined Factor (1)-(3) ratings. Specific evaluation factors include: 1. Specialized Experience: a)The agency will evaluate the recent experience of the design team members, including subconsultants. Offerors shall provide a minimum of three to a maximum of five examples of projects performed by the offeror that involved work relevant (similar in size, scope, and complexity) to the types of tasks that will be required under this contract. All submitted projects must have been completed within the past five years and must be in use by the owner at the time the example is cited. Firms that provide information demonstrating experience with projects of varying size or prices may be rated higher. In the case of proposals submitted by multiple offerors (teams), the agency may give more weight to information regarding projects on which two or more team members worked collaboratively. b)The projects submitted should also demonstrate the offeror ™s experience in the following areas: 1.Knowledge of Federal, Navy, and local codes and laws as well as: industry standards, permits, construction materials, and practices of the contract areas for the Public Works Department, Naval Submarine Base New London, or the MID-ATLANTIC AOR. 2.At least (1) project that achieved LEED Certification documented by USGBC. 3.At least (1) project demonstrating experience with Energy Star compliance rating and or/ Alternate Energy Sources; 4.At least (1) project demonstrating experience with lighting controls, security, sound, and Audio Visual systems. 5.At least (1) project demonstrating experience with Anti-Terrorism Force Protection (ATFP) compliance. 2. Past Performance: a.) The Past Performance Questionnaire (Attachment A) included in this Synopsis/Solicitation is provided for the offeror or its team members to submit to the client for each project the offeror includes in its proposal for Factor 1 Specialized Experience. Ensure correct phone numbers and email addresses are provided for the client point of contract. Completed Past Performance Questionnaires shall be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment a), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government ™s point of contract, Laura Chapman via email at laura.chapman@navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal, PPQs previously submitted for other Synopsis/Solicitations or RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror ™s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. b)The referenced information will be evaluated with respect to work quality, compliance with schedules, cost control, and energy efficiency. Firms may include any letters of commendation or awards related to above listed projects. c)Offerors shall also provide documentation confirming that the current operations for the previously listed projects meet the design energy requirements. d)In the case of proposals submitted by multiple offerors (teams), the agency may give more weight to information regarding projects on which two or more team members worked collaboratively. 3. Professional Qualifications and Technical Competence of Individual Design Team Employees and Consultants: a)The agency will evaluate the technical competence of offerors in each of the following disciplines: Architecture, Civil, Electrical, Fire Protection, Mechanical, and Structural Engineering. b)Offerors must submit: 1.A brief narrative describing its management approach/plan for performing projects awarded under the contract. Narrative must identify key personnel within the offeror ™s organization and describe the roles performed by said personnel. Narrative must also discuss the offeror ™s approach/plan to engage and fully integrate with other team members (such as subcontractors or consultants) as well as Government team members and other firms involved with the project in order to assure that design is in compliance with standards, codes, and construction practices. Indicate whether any of offeror ™s staff members participated in projects submitted in response to Factor 1, and, if so, describe employee ™s role on said projects. Offerors must also submit an organizational chart illustrating relationships between key personnel, staff, and outside team members. 2.Proof of professional registration for at least one employee in each of the disciplines listed in paragraph (a), above. Each such employee is required to also have a minimum of ten years of experience since date of such registration. The team shall include, in addition to the more traditional disciplines, an engineer registered in the discipline of fire protection engineering and include five complete years of full-time experience dedicated to fire protection engineering since 2006. Firms with registration/certification from a state/organization located within CT and NY is highly desired. 3.For team members that have provided technical support (for post-construction award services) that were not architects or engineers, the technical team members shall have a current Master ™s license (for example, Master Electrician) issued by CT and NY, and a minimum of ten years of experience beyond the apprentice stage in commercial and/or industrial construction and/or operations. 4.Offerors should also identify an employee that is an active LEED AP with a Specialty, as well as a minimum two other employees with LEED APs with Specialty or Green Associates in different disciplines. 5.Offerors must identify employees that are certified as CxA (LEED and otherwise) by the entities identified in Section III above. (See Part III of this solicitation for all requirements and duties of CxA). 6.Offerors may also list any other sustainable rating system certifications, affiliations, or other relevant credentials held by employees. 4. Capacity: Offerors must submit a brief (not to exceed 10 pages) narrative that will demonstrate its ability to perform significant quantities of work at any given time. The narrative must address the following items: a)Offeror ™s plan for performing all work in accordance with approved schedules, as well as demonstrating the capacity to simultaneously perform 10 or more design-phase taskings and 15 post-construction award taskings. b)Offeror ™s capability to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. c)Offeror ™s ability to support projects within different geographic locations. 5. Quality Control Program of the Firm: Offerors must submit a short narrative (not to exceed 4 pages) discussing their internal quality control programs. Discuss how the program will ensure technical accuracy of all deliverables as well as coordination of environmental, planning, design and engineering services. Identify in narrative the key personnel responsible for referenced QC tasks. 6. Firm Location: Evaluation of offerors will include consideration of their location within the general geographical area of the anticipated projects, primarily Naval Submarine Base New London, Groton, CT and possibly Saratoga and Long Island, NY. Offerors may submit, if desired, a short narrative (not to exceed 2 pages) discussing the firm ™s knowledge of local site conditions and applicable regulatory requirements within the region, as well as its ability to ensure timely response to agency requests for onsite support. V. Format: Firms interested in submitting responses to this solicitation should submit TWO copies of a completed SF 330. Submittal packages shall be limited to not more than 100 pages printed on front and back. All information must be included in the SF 330 package (cover letter, attachments and excess number of pages will be excluded from the evaluation process). The SF 330 package shall be typed. DUNS, CAGE, and TIN numbers shall be provided in Block 30 of the SF 330. Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., State business license number. VI. Additional Information 1.The minimum guarantee for the entire contract term (including option years) will be satisfied by the award of an initial Task Order. Any options may be exercised within the time frame specified in the contract at the sole discretion of the Government subject to workload and/or satisfaction with the A&E performance under the subject contract. There will be no maximum dollar limit for individual task orders or for a given contract year. No other general notification to firms for other similar projects performed under this contract will be made. 2.All contractors are advised that registration in the DOD System for Award Management (SAM). Failure to register in SAM Database may render your firm ineligible for award. For more information, check the website www.sam.gov 3.Interviews may be scheduled for firms determined to be most highly qualified. During such interviews, offerors may be asked to discuss topics such as: management and design team components, QC processes, provide design solutions to hypothetical projects. Elaborate presentations will not be required. 4.Responses are due no later than 2:00 p.m. EST,23 Apr 2013. 5.Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at its own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed/renewed on an annual basis. The costs incurred to obtain Navy installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract. Application for and use of badges will be as directed in the awarded contract. Obtain access to the installation by participating in the Navy Commercial Access Control System (NCACS) or by obtaining passes each day from the Base Pass and Identification Office. Costs for obtaining passes through the NCACS are the responsibility of the Contractor. One-day passes, issued through the Base Pass and Identification Office, will be furnished without charge. Furnish a completed EMPLOYMENT ELIGIBILITY VERIFICATION (DHS FORM I-9) form for all personnel requesting badges. This form is available at http://www.uscis.gov/portal/site/uscis by searching or selecting Employment Verification (Form I-9). Allow 7 to 10 days for processing applications for badges. Immediately report instances of lost or stolen badges to the Contracting Officer. NCACS Program: NCACS is a voluntary program in which Contractor personnel who enroll, and are approved, are subsequently granted access to the installation for a period up to one year, or the length of the contract, whichever is less, and are not required to obtain a new pass from the Base Pass and Identification Office for each visit. The Government performs background screening and credentialing. Throughout the year the Contractor employee must continue to meet background screening standards. Periodic background screenings are conducted to verify continued NCACS participation and installation access privileges. Under the NCACS program, no commercial vehicle inspection is required, other than for Random Anti-Terrorism Measures (RAM) or in the case of an elevation of Force Protection Conditions (FPCON). Information on costs and requirements to participate and enroll in NCACS is available at http://www.rapidgate.com/vendors/how-to-enroll or by calling 1-877-727-4342. Contractors should be aware that the costs incurred to obtain NCACS credentials, or costs related to any means of access to a Navy Installation, are not reimbursable. Any time invested, or price(s) paid, for obtaining NCACS credentials will not be compensated in any way or approved as a direct cost of any contract with the Department of the Navy. One-Day Passes: Participation in the NCACS is not mandatory, and if the Contractor chooses to not participate, the Contractor's personnel will have to obtain daily passes, be subject to daily mandatory vehicle inspection, and will have limited access to the installation. The Government will not be responsible for any cost or lost time associated with obtaining daily passes or added vehicle inspections incurred by non-participants in the NCACS. The Contractor shall obtain the required employee badges and vehicle passes from the Government at his own expense, or daily passes at no additional cost. Each employee shall wear the Government issued badge over the front of the outer clothing. When an employee leaves the Contractor's service, the employee's Passes and Badges shall be returned within 5 calendar days. 6.Mailing Address for Proposals: Those firms that wish to be considered for award must submit TWO copies of the SF 330 package to the following address: NAVFAC MIDLANT, PWD FEAD, Attn: Laura Chapman, Naval Submarine Base New London, Box 26, Bldg 135, Groton, CT 06349-5026. Late responses will be handled in accordance with FAR 52.215-1. Electronic (E-mail, facsimile, etc.) submissions are not authorized. Submittals received after the above specified date and time will not be considered. Firms not providing the required information may be negatively evaluated. Inquiries concerning this project should include solicitation number and title.
