Description
Pre solicitation notice – Funds are not presently available for this acquisition. No contract will be made until appropriated funds are made available. The United States Property and Fiscal Office for Connecticut intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) of Project # 090043, Title: Combined Support Maintenance Shop (CSMS) at Camp Hartell, Windsor Locks, CT. This Design-Build project scope of work includes, but is not limited to the design and construction of a new approximately 112,000 square foot maintenance facility housing both an office area as well as maintenance work bays. The facility will be used for maintenance of military light and heavy wheeled vehicles. The office area will include administrative spaces, break areas, tool rooms, equipment and supply storage. The maintenance work bays will include standard work bays and special purpose work bays which include electronic repair, vehicle warming, and vehicle wash plus machine, carpentry, glass and canvas shops. The project also includes demolition, site work, road way, parking, utility and other infrastructure improvements. The project will achieve at least a LEED Silver certification. Design and construction shall comply with the specifications and requirements contained in the RFP. The anticipated contract performance period for design and construction is 730 calendar days after receipt of Notice to Proceed (NTP). The estimated price range is between $25,000,000 and $100,000,000. This procurement is being solicited using the two-phase design build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date will be on/about 25 March 2013. Phase One proposal closing date will be on/about 22 Apr 2013. Phase One, evaluation factors include, but are not limited to the offeror and offeror’s team past performance, basic technical approach and capability information. Price is not required with Phase One proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select three, but not to exceed five or less than two, of the highest rated contractors to receive the Phase Two technical requirements RFP. Phase Two evaluation factors include but are not limited to, Price, Technical Data requirements, Management Plans and a comprehensive design and construction Schedule. The North American Industry Classification System (NAICS) code for this work is 236220. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractor, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees,” applies to this project. The solicitation package will be issued via the web only at FedBizOpps.gov or (fbo.gov). All amendments, site visit minutes and questions will be posted on the web. All prospective contractors must be registered in the System for Award Management (SAM). Firms can register via the SAM Internet site at http://www.sam.gov. Interested offerors are required to submit their representations and certifications on-line. The technical documents (Phase Two documents) will be available at Federal Business Opportunities (FedBizOpps.gov or fbo.gov), only for those offerors selected to participate in Phase Two. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1)SAM Registration; 2) DUNS Number and CAGE Code; 3) Telephone Number; 4) E-Mail Address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf (see page 65). Reference paragraph 4.4 of the Vendor Guide for instructions to retrieve the specification and drawing documents for this project. Bidders/Offerors cannot log onto the FedBizOpps home page and search for data. (Please note the registration for access to the secure site takes approximately 5 business days. PLAN ACCORDINGLY) The official plans and specifications will be located on the official government web page and the Government is not liable for information furnished by any other source. Amendments, if/when issued will be posted to the www.fbo.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation.
