- ESOHMS Contractor Guide Quality Assurance Survellience Plan Performance Requirements Summary Table Performance Work Statement Clauses and Provisions Instructions to Offerors This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6; using Simplified Acquisition Procedures under FAR Part 13 as supplemented with additional information included in this notice and file attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All offerors must be registered with the System for Award Management (SAM) to be considered for award. The website for registration is https://www.sam.gov/. Solicitation number SP8000-13-R-0002 is issued as a request for proposal (RFP). DLA Strategic Materials intends to award a single fixed price contract in a competitive environment. Standard Form (SF) 1449 will be used as the award document for the contract. The solicitation document incorporates clauses and provisions in effect through Federal Acquisition Circular (FAC) 2005-56, Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20120305 (Effective 05 Mar 2012), and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5, PROCLTR 2012-22. This solicitation and contemplated contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. The clauses and provisions referenced in this solicitation may be obtained in full text form at http://farsite.hill.af.mil/. This acquisition is a total small business set-aside. The applicable NAICS code is 488999 - All Other Support Activities for Transportation, with a small business size standard is $7 million. The Contractor shall furnish all labor services to reband, label and relocate approximately 2,896 bundles of National Lead brand zinc (6,311,234 pounds total) and approximately 101 bundles of Della Campine brand zinc (237,770 pounds total). The Government will furnish all banding, relabeling and relocation equipment and materials necessary to perform the labor services. The Contractor shall plan, schedule, coordinate and provide effective completion of all tasks and services within 120 calendar days of the start of this contract. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Award will be made to the contractor with the lowest priced, technically acceptable (LPTA) offer. A completed copy of 52.212-3, Offeror Representations and Certifications-Commercial Items, shall be submitted with proposal if not available through SAM. The clause of 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Please see attached solicitation for additional FAR, DFARS, and DLAD clauses and provisions applicable to this acquisition. The procurement is not rated under the Defense Priorities and Allocations System (DPAS). Submit your proposals to DLA Strategic Materials Attn: Jesse Pleasants, by 4:00 P.M. EST April 15, 2013. Proposals must be sent via email to SMContracting@dla.mil and/or overnight delivery service (see contracting office address) with the subject SP8000-13-R-0002 by the above stated date and time. EVALUATION PROCEDURES Basis for Award • The Government reserves the right to eliminate from consideration for award any or all offers that do not meet the minimum requirements of the solicitation, at any time prior to award of the contract; to negotiate with offerors; and to award the contract to the offeror submitting the Lowest Price Technically Acceptable (LPTA) proposal. • The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. • The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. • Reverse Auctions will be considered with this requirement. • An overall technical rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall technical proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall final technical rating of “UNACCEPTABLE” makes the proposal ineligible for award. EVALUATION FACTORS FOR AWARD • Factor 1: Technical Approach • Factor 2: Past Performance • Factor 3: Price o Technical Approach – Ability to reband, label, and relocate approximately 2,896 bundles of National Lead brand zinc (6,311,234 pounds total) and approximately 101 bundles of Della Campine brand zinc (237,770 pounds total). Offeror will include technical approach in their proposal as directed within the Instruction to Offerors. o Past Performance - Evaluations and all other Recent and Relevant Past Performance information reviewed by the Government (e.g., PPIRS, past performance documents, and information obtained for any other source) reflect a trend of satisfactory performance considering:  A pattern of meeting contract requirements and a pattern of timely delivery. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/ subsidiary/ affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. PRICING STRUCTURE Line Item 0001 – Zinc Banding, Labeling, and Relocation: Contractor shall provide all labor services to reband, label, and relocate approximately 2,896 bundles of National Lead brand zinc (6,311,234 pounds total) and approximately 101 bundles of Della Campine brand zinc (237,770 pounds total). See Performance Work Statement. The price offered and awarded will account for a variation of plus/minus 5% of the bundle quantity.
