Description
The United States Government represented by the U.S. Agency for International Development (USAID), intends to issue a solicitation for the services to perform and support a program titled Knowledge Driven Agriculture Development (KDAD). The KDAD activity will serve as Bureau for Food Securitys (BFS) primary tool for capturing, sharing and adapting good practices around agriculture-led economic growth and nutritional enhancement to ensure the bureaus technical leadership and communication on behalf of both BFS and in support of the broader FTF initiative -- continue successfully. As such, the KDAD Contractor will execute the activity in close coordination with BFS technical experts and in alignment with the FTF framework, Learning Agenda, and portfolio of investments. As a cross-cutting activity for BFS, the KDAD activity will leverage and expand prior investments, successes and lessons learned from past Knowledge Management (KM) activities to support KM strategic communications and training efforts. KDAD will also ensure continued growth and innovation in the rapidly evolving practices of learning, knowledge management, communications and information technologies as applied in the pursuit of international development objectives. Additionally, the KDAD activity will, as possible, complement Agency-wide learning, evaluation and research activities spearheaded by USAIDs Bureau for Policy, Planning and Learning (PPL), while coordinating with other Agency KM, learning, training and communications mechanisms to identify opportunities for synergies, cost savings and enhanced practice in these areas. As USAIDs Agency-wide priorities on staff capacity building, evidence-based programming and learning continue to evolve; the KDAD will coordinate with BFS and other USAID operating units to further the learning about learning and related opportunities to cross-pollinate experiences in knowledge management and related activities. KDAD will focus on and integrate the following three types of activities: 1. KM component: Activities will include strengthening of intra-Agency and external knowledge sharing and learning, and will include assessing KM needs; improving the flow of knowledge; and developing systems to curate, display, and manage information. 2. Communications component: Activities include drafting and editing of documents; designing, formatting and laying out documents; and website services including design and maintenance, social media, and events. 3. Training component: Activities include designing courses and course materials; conducting and facilitating in-person and online training; and developing online accessible learning modules. It is contemplated that a Cost Plus Fixed Fee type contract will be awarded. Further, USAID is anticipating that competition for this requirement will be restricted to qualified 8(a) firms only. The applicable NAICS code for this acquisition is 541611. The anticipated period of performance period is five (5) years. The solicitation and any documents related to this procurement will be available via www.fbo.gov. The anticipated issuance date for the solicitation is on or about 15 days from this notice. However, it is the Offeror's sole responsibility to monitor the internet site for the release of the solicitation and amendments (if any). Potential Offerors also will be solely responsible for downloading their own copy of the solicitation and amendments (if any), and any other related documents.
